Working from one of our Family Service Centers, the Manager of Contracted Related Services will ensure the continuity of Commonwealth Charter Academy (CCA) goals and vision as it pertains to providing special education supports and related services for the learners of CCA through managing the contract lifecycle for all related service vendors. Under the supervision of the Senior Director of Fiscal Operations, the Manager of Contracted Related Services is responsible for the research, negotiation, procurement, evaluation, and contract management of various related service vendors in Pennsylvania for special education and 504 learners. This person must carry out responsibilities showing commitment to CCA learners while modeling the values of CCA in a professional manner.
Responsibilities
Complete the school’s related services and other associated or similar agreements, resulting in fully executed contracts as well as addendums for additional work assignments
Negotiate service rates and contracts for new and established related service vendors
Research, initiate contact, and meet with potential related service vendors for contract discussions, negotiations, and coordination of fully executed agreements
Serve as liaison for current related services vendors using effective and consistent communication through routine and structured meetings
Manage monthly invoice process and timelines for established related service vendors
Review all monthly related service invoices for accuracy and recommend for payment approval
Maintain updated and consolidated records of current contracts for ease of reporting and thorough analysis
Work closely with Special Education Administration to ensure services are being performed appropriately and concerns are addressed with related service vendors in a timely manner for expedient resolution
Complete annual contracts for needed school placements and/or transportation services
Maintain agreements and auxiliary documents in the contract management system and other electronic folder structure
Provide initial training of newly contracted related service vendors in support of compliance with the school’s procedures and Pennsylvania Department of Education regulations
Assist with presenting during professional development training for all related service vendors
Oversee continued successful operation of School Based Medical ACCESS program and assist with supporting users of Service Tracking and Reporting (STaR) logs in IEPWriter
Provide supervision to assigned Business Office staff

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands
This is largely a sedentary role. Requires the ability to lift, squat, sit, bend or stand as necessary.? Ability to travel to other sites/locations as needed.

Education and Experience
Minimum of a Bachelor's degree in Finance, Business Management, or related field
Experience with contracts and negotiations is required
Previous supervisory experience is preferred
Medical ACCESS and special education related services knowledge is a plus
Additional Eligibility Qualifications
Valid PA Driver’s License and appropriate automobile insurance coverage
Updated clearances as required by Pennsylvania for school employment
