Manager of Building Operations

Bensalem School District is looking for a Manager of Building Operations.

The Manager of Building Operations shall be responsible for the overall operations and maintenance of buildings and grounds with the goal to provide staff and students an environment that promotes quality educational services for the Bensalem School District community.

Required Education & Experience

  • Bachelor’s Degree in Engineering, Facilities Management, or related field preferred.
  • Ten years’ experience in Facilities Management as Director/Manager of department with experience being owner’s representative for construction/renovation projects. PA School District experience preferred.
  • Knowledge in governmental regulatory compliance for PA School District buildings.

ESSENTIAL DUTIES AND RESPONSIBILITIES Include The Following.

  • Oversees all work, projects, and responsibilities of the Maintenance Department, Coordinator of Custodial Services, and Coordinator of Grounds and Environmental Compliance.
  • Evaluates and makes recommendations for staffing needs in the Custodial, Maintenance, and Grounds departments.
  • Reviews staff assignments with Coordinators and Maintenance Department to ensure resources are being used appropriately and efficiently.
  • Develops, maintains, and implements staff guidelines as well as disciplinary practices and procedures for the Operations Department, that adhere to Bensalem School District Policies and are within the Union contract.
  • Directs and evaluates subordinates within the Operations Department. Evaluation of the performance of subordinates shall include input from appropriate administrators.
  • Directs the development and implementation of the annual Operations Department budget and establishes procedures to ensure proper expenditure of funds within budget limitations.
  • Makes periodic inspections of buildings and grounds and meets with appropriate building administrators to ensure the quality of upkeep is appropriate to meet this Position’s Goal as well as gather information necessary to develop and maintain a Capital Expenditure Plan.
  • Develops and recommends a Capital Expenditure Plan, as well as implementing and managing any Capital expenditure approved by the Board.
  • Researches, presents, recommends, and works with Architects, Engineers, consultants, and Construction Managers, necessary and/or appropriate to complete construction, renovations, or repairs as needed by the District.
  • Prepares specifications, meets with vendors, and recommends purchases of capital equipment, materials, supplies, and contracted services, as required, in coordination with the Purchasing Department.
  • Maintains an area dedicated to files of blueprints, building specifications, and operational manuals.
  • Follows all purchasing laws and practices as per the Bensalem School District Policies and the PA Department of Education.
  • Assists in formulating and coordinating Bensalem School District policies that affect the functions of the Operations Department.
  • Directs and oversees the preparation of all governmental reports relating to the areas of responsibility.
  • Serves on District’s Safety Committee and enforces high standards of environment and operations safety as well as fire prevention; coordinates such activities with appropriate personnel.
  • Attends evening meetings as required/requested.
  • Coordinates and directs preventive maintenance, HVAC/electrical/plumbing/carpentry repairs, maintenance of hardware & security systems, and painting.
  • Acquires proposals for services, equipment, and supplies as needed by the Maintenance Department.
  • Responsible for keeping records for, but not limited to, the following; elevator repairs and certificates, back-flow preventers and inspections, fire alarm systems and inspections, sprinkler systems and inspections, kitchen fire suppression systems and inspections, HVAC system’s water testing, and potable water testing
  • Performs other related duties as may be assigned or necessary for efficient operations or as may be assigned by the Business Manager.

Specific Qualifications

  • Oral and written communication skills. Interpersonal skills using tact, patience and courtesy. Record keeping and report preparation techniques.
  • Experience working with Architects, Engineers, consultants, and construction managers.
  • Experience in PA School District construction projects preferred
  • Knowledge and experience with environmental issues dealing with but not limited to; Right to Know, Asbestos identification & remediation, Mold identification & remediation, and Lead identification & remediation.
  • Knowledge of PA Department of Education’s purchasing laws preferred.
  • Experience dealing with emergencies, such as but not limited to; fires, power outages, HVAC outages, and floods preferred.
  • Experience presenting recommendations to a governing body preferred.

Licenses And Other Requirements

  • Valid Driver's license.
  • Pesticide License for ground and pool or obtain within 6 months of appointment.
  • Asbestos and Mold certifications or obtain within the first year.

The work environment is in an office setting within a school district office building with other personnel and which is accessible by community members along with within the schools and grounds throughout the district. The noise level in the office work environment is usually moderate.
