Manager, Government and Regulatory Affairs

Scout Clean Energy is seeking a motivated and collaborative Manager of Government and Regulatory Affairs to support our legislative and regulatory priorities in the Eastern United States, focused on advocating for key policies, relationships, and strategies that will advance Scout Clean Energy's mission to power the energy transition through sustainable, high-quality renewable energy projects. 

The Manager of Government and Regulatory Affairs will cover legislative and regulatory affairs for states that Scout is actively developing and operating projects across MISO, PJM, and SPP. This individual's primary responsibilities will include: 

  • Monitoring, analyzing, and developing legislative and regulatory priorities across existing and emerging markets, advising on needed company actions 
  • Developing and maintaining relationships with key company stakeholders, policy leaders, industry organizations, sources of market intelligence, regulators, and government officials, advocating for positions that would benefit Scout's commercial interests and projects. 
  • Coordinating engagement with lobbyists and industry groups to influence outcomes towards Scout Clean Energy's favor, ensuring Scout Clean Energy is represented on important and impactful issues with these legislative and regulatory bodies. 
  • Collaborating with other departments within Scout to identify and communicate impacts of legislation and regulatory positions and promote policies that support Scout's development pipeline and future growth. 
  • Scheduling internal and external meetings, sending routine correspondences, maintaining documents and databases, and providing support to the broader team. 
  • Developing documents to facilitate team discussions on policy and regulatory initiatives and communicating with senior management on how strategic recommendations translate into actionable outputs. 

This individual will report to the Associate Director, Government and Regulatory Affairs, and will coordinate closely with internal groups. You will work together and in parallel with other internal and external subject matter experts to progress our portfolio by: 

  • Facilitating the engagement of development, interconnection, origination, procurement, construction, legal, and finance teams. 
  • Integrating the feedback of Scout team members into your strategic approach to achieve superior results. 
  • Supporting and leading the establishment of legislative and regulatory goals in line with the overall business plans and objectives. 
  • Implementing long-term company strategy and initiatives as related to the development of renewable energy projects and markets 
  • Supporting and guiding the work and professional development of junior team members. 


Requirements

  • A Bachelor's degree from an accredited college program in political science, business, communications, international relations, or other related discipline. Advanced degree preferred. 
  • 5+ years of relevant work experience in renewable energy, state legislative and/or state regulatory affairs 
  • Understanding of state legislative processes and utility commission regulations unique to renewable energy technologies and across multiple disciplines including demand drivers, transmission, interconnection, finance, tax, origination, siting, permitting and land use 
  • Significant research and analysis experience, including synthesizing complex issues into clear communications with focus on anticipated impact and recommended action 
  • Exceptional written, verbal, and interpersonal communication skills 
  • Demonstrated team building and coalition-building skills and experience working with cross-functional internal and external technical advisors and stakeholders 
  • Demonstrated ability to advocate for or oppose legislation and regulation at a variety of levels including as a company representative, through industry groups and coalitions, and with contracted lobbyists 
  • Ability to self-organize, multi-task, and arbitrate conflicting priorities with clear target setting and follow-through capability in a fast-paced work environment 
  • Willing and available to travel up to 25% of the time

Timeline and Location 

This position will begin with a target start date in Q3 to Q4 2024. Our ideal candidate is in Boulder or would be willing to relocate to commute to our Boulder office on a hybrid schedule. Remote arrangements will be considered for the right candidate.

Benefits

Target base salary: $110,000 - $140,000 with attractive annual bonus potential (Negotiable for the right candidate)
