SUMMARY OF THE ROLE

The Environmental Compliance Manager plays a crucial role in ensuring environmental management and compliance on an active LNG construction site. This position will manage the implementation of the environmental management system and coordinate Project environmental compliance across the site. The Environmental Compliance Manager must have working knowledge of Federal and Texas State regulations. The primary purpose of this position is to oversee the environmental compliance program and interface with the on-site Engineering and Construction teams on compliance matters to deliver quality environmental outcomes and to adhere to regulatory standards. Responsibilities also include permit management, regulatory submittals, and continued coordination of environmental inspections and site compliance activities. This position will be based at the RGLNG Project Site in Port Isabel, TX.

KEY RESPONSIBILITIES

The Environmental Compliance Manager is responsible for performing a wide array of tasks related to environmental compliance at the RGLNG Project site. Examples include, but are not limited to:

Environmental Regulations Federal and State (Texas)

• Maintain knowledge of federal, state (Texas), and local environmental regulations and Project permits and communicate requirements to construction personnel.
• With limited guidance, develop, implement, and monitor systems, policies, and procedures to ensure compliance with federal, state (Texas), and local environmental regulations and Project permits.
• Exercise independent judgement and advanced technical knowledge on compliance, provide leadership/guidance to other team members, and advise site management.
• Draft FERC monthly construction status report and other environmental reports

Environmental Compliance Programs

• Manage the environmental inspection program, including a team of environmental inspectors (EIs) and protected species observers (PSOs), to ensure compliance with Federal, State (Texas), and local environmental programs.
• Oversee, and where needed develop, environmental compliance programs based on all project permits, plans, documents. It is expected that the incumbent will also be responsible for review, prepare and/or submit environmental reports as needed including any environmental incidents.

Environmental Inspections and Audits

• Manage the environmental inspection program, including a team of environmental inspectors (EIs) and protected species observers (PSOs), to ensure compliance with Federal, State (Texas), and local environmental programs.
• Perform frequent comprehensive inspections of project sites and monitor contractor’s compliance in coordination with project EI staff. Review inspection reports prepared by others (e.g Environmental Inspector daily reports) for accuracy and completeness, assists the respective project teams in ensuring compliant/timely schedules are established and adhered to for noncompliance corrective actions and the resolution of other issues commensurate to the risk or significance.
• Conduct environmental self-assessments (internal audits) to gauge respective project compliance status, reduce risk, and provide value-added corrective actions and recommendations.
• Assess and resolve compliance questions and issues in coordination with Engineering & Construction staff, the project teams, and client staff. Identify key personnel to contribute to compliance and develop communication/training plan so they understand their role in compliance.

REQUIREMENTS

Minimum/preferred experience required for the position:

• 7+ years of environmental inspection, monitoring, or permitting experience specific to linear and/or other energy infrastructure projects.
• An understanding of construction (e.g., pipelines, power lines, compressor/pumping stations, LNG export facilities, gas storage fields, wind farms, solar facilities, offshore facilities) gained through field experience.
• Prior construction project experience required.
• Knowledge or and experience with requirements associated with hydrostatic test permits and compliance.
• Prior dredging experience, preferred.
• Experience with compliance management systems to track and trend compliance tasks and commitments.
• Demonstrated experience managing and leading teams, including contractors.

Required knowledge, skills and abilities for the position:

• The ideal candidate will have a strong understanding of FERC and FERC Processes, as well as strong management of NEPA and environmental regulations. Familiarity with USACE, USFWS, NOAA, MMPA, TCEQ, and Texas GLO.
• Comprehensive knowledge of Federal and State requirements for LNG Terminals
• Well versed in stormwater, SPCC, and waste.
• Ability to understand owner-side obligations and ability to communicate with EPC Contractor.
• Strong oral and written communication skills
• Ability to communicate with various disciplines including Construction, Craft, and Engineering and teams.
• Strong negotiation and conflict resolution skills
• Must have strong English written and verbal skills. Spanish is a plus.
• Proficient with MS Excel, Word, and Windows

Required/preferred education:

• Bachelor’s degree preferably in Environmental Sciences, Environmental, Civil, Chemical, or Mechanical Engineering.

Work Environment

• Must be able to wear all necessary PPE equipment to perform job functions.
• Operates in a complex construction environment.
• Exposure to indoor and outdoor weather conditions.
• Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.
• Exposure to moving mechanical parts and electrical circuits.
• Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
• Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.

• Ability to move throughout all areas of the facility, including being physically capable of traveling to a designed muster point during emergency situations.
