Summary:

This position is responsible for developing, implementing, and updating policies and procedures along with coordinating training as related to preparation, response, and recovery from emergency situations. The Emergency Response Manager will provide strategic direction in all areas of emergency management.

Essential Duties And Responsibilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The essential job duties for this position are listed below:

  • Act as liaison with outside agencies.
  • Oversees the execution of Emergency Response plans (FRP, SPCC, ICP, DOM, FSP, etc.) are current, complete and submitted to the appropriate agencies.
  • Provide guidance and support during the project development and execution process to identify and mitigate risks.
  • Evaluate and review regulatory processes to identify areas of improvement and ensure regulatory needs of management and regional personnel are met.
  • Work collaboratively with stakeholders to ensure our business practices meet or exceed regulatory and governmental requirements of assigned programs.
  • Serves as a liaison with federal, state and local agencies related to assigned programs. Provide guidance to Regional Field HES staff in preparation for agency audits of assigned programs.
  • Participate in industry associations, forums, and initiatives related to Emergency Response matters. Develop relationships with peers, operators and vendors regarding lessons learned.
  • Conducts and participates in internal and external audits emergency response.
  • Responds to emergency call-outs.
  • Participates in drills and exercises utilizing the ICS structure.
  • Tracks action items to closure from audits, worst case drills, exercises, table tops, and plan reviews.
  • Implement a training matrix for Response Personnel/Teams to meet regulatory requirements and internal policies.
  • Develop, train, and exercise an organizational response team on regulations, ICS and plan requirements.
  • Assist managing and report on internal messaging system.
  • Other duties as assigned.

Required Skills (External)

Required Education:

  • Bachelor's degree required.
  • Safety, Environmental or security related degree preferred.
  • Experience may be considered in lieu of degree
  • Must have or be able to obtain TWIC credential

Required Qualifications:

  • Must maintain valid driver’s license in state of residency
  • 8+ years of directly-related professional experience. P&T or refinery preferred.
  • Must have knowledge of state and federal regulations affecting the P&T operation.
  • Must have knowledge of USCG, EPA, and PHMSA regulations.
  • Proven working relationship with field operations, company peers, and supervisor.
