Job Title: Aviation Technical Specialist

Location: Nashville, TN/Hybrid

Duration: 9+ Months

Work hours: 8am to 5pm Monday through Friday

Aviation Technical Specialist's Following Qualifications

Bachelor's or master's degree, preferably in aviation, planning, geographic information systems (GIS) or a related field from an accredited college or university.

  • Aviation Technical Specialist 1 (beginner):

No experience nor knowledge

  • Aviation Technical Specialist 2 (intermediate):

4-year Work Experience or master's degree + 3-years' Work Experience

  • Aviation Technical Specialist 3 (Proficient):

7-year Work Experience or master's degree + 6-years' Work Experience

Knowledge/Skill shown below in the "Responsibilities" section are associated to being a beginner as an Aviation Technical Specialist 1 to being proficient as an Aviation Technical Specialist 3):

Responsibilities (there are three tracks that could be used under the same title Note that not all duties would be required of the position as each position in each track would be unique):

Duties

The potential duties, but not limited to, for Aviation Technical Specialist in the Asset Management and Advance Aviation Track associated to public-use airports:

    • Coordinate applications for grants associated with BIL (Bipartisan Infrastructure Law) grants by doing the following:
      • Coordinate with the Federal Aviation Administration (FAA);
      • Coordinate with other Tennessee Department of Transportation (TDOT) Aeronautics Staff;
      • Compiling BIL project applications and associated data from the recent project staff review that were approved;
      • Submission of compiled information to the FAA;
      • Track status of BIL applications and create reports, and;
      • Update Airport Sponsors and/or Airport Consultants on BIL Grant Status
      • Uncrewed Aerial Systems (UAS) drone program oversight

      Oversee different aspects of the TDOT UAS Program to ensure users are following the requirements of TDOT's Standard Operating Procedures;

      Assist with training of staff;

      Assist coordinating training events;

      If required, obtain a UAS FAA Part 107 license to fly on behalf of TDOT;

      Review and compile data associated to UAS;

      • Assist with oversight of Federal Contract Requirement Tracking

      Includes, but not limited to: Disadvantaged Business Enterprise (DBE), labor standards, and Buy American Preference or Build America, Buy America (BABA)

      Coordinate with FAA's Civil Rights Office on all the Division's Disadvantaged Business Enterprise goals. Upon completion of each project, report back to FAA providing ultimate goal met;

      • Learn to become proficient in different funding components and project selection scoring processes for Federal and State funded projects;
      • Learn key components of technical disciplines within a matrix organization to ensure project successfulness by engaging the proper individuals for project needs;
      • Assist in identifying aviation infrastructure solutions for maintenance, repair, safety, environmental, and operational needs;
      • Understand and apply techniques, procedures, and design criteria in accordance with technical manuals (i.e. FAA Advisory Circular) to develop and/or implement detailed specifications for aviation projects;
      • Ensure invoices are reviewed and processed according to granting requirements;
      • Utilize various software platforms to review and sketching/comment on documents.
