Legislative & Policy Analyst

Job Summary

This position is in the Office of General Counsel, Human Capital Administration, Department of Public Works (DPW). Its purpose is to provide proper research and analysis of issues relative to the policies and operations of the district government agencies and departments. The policies and legislation reviewed will impact this city.

Duties And Responsibilities

The incumbent works in coordination with the Office of General Counsel (OGC}. He/She serves as a Legislative Specialist serving the Agency in the analysis of statutes, codes, and regulations as they relate to DPW. The incumbent conducts in-depth research and statistical analysis of policy and legislation issues; studies analyzes, evaluates, and prepares options papers, concept papers, and status and final reports on DPW policies, issues, programs, and economic or social policy issues. Presents critical observations, findings, and recommendations on proposed changes in local and federal policy that affect DPW and its policies, legislation, economic and social policy issues, and their effect on government operations, programs, and activities.

The incumbent is responsible for preparing narratives, analytical reports, and memoranda, setting for facts and findings in problem areas and recommending alternatives. Serves as a policy and legislation liaison to various boards, commissions, working groups, and other entities, as assigned. Coordinates interagency meetings around key policy and legislation issues, as needed. Reviews all legislative requirements within the scope of the Agency.

Qualifications And Education

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Work Environment

Work is generally performed in an office setting; however, the bulk of the Agency's is focused on operations. As such, there will be times when the incumbent will be required to work offsite. In addition, this position is designated essential, as defined by the District's Personnel Manual.

Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Essential Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
