We are excited to bring on a new team member in our Construction department and we are currently recruiting for a Permitting & Zoning Manager to join our team.


The Permitting and Zoning Manager is responsible for leading and working with Carrols stakeholders- Real Estate, Legal & Construction Team while managing Civil Engineers and Architects in submittal of necessary site and building plans for entitlement approval, if required, and zoning and building permit approval by the AHJ’s.


Key Job Responsibilities:


  • Develop entitlement and permitting timeline of new build, scrape & rebuild, offset and remodel projects working closely with Real Estate & Construction.
  • Collaborate with Real Estate and Legal Department in all issues of development.
  • Work closely with Carrols Real Estate Managers and Legal in determining site specific zoning requirements and any special use restrictions.
  • Communicate the entitlement and permitting process and lead project/site specific kickoff meeting with Carrols stakeholders.
  • Facilitate weekly calls to communicate entitlement and permit status including reviewing next steps and overall timeline required to secure all permits.
  • Schedule Project Kickoff or Pre-Application Meeting with AHJ’s and municipalities to assess timelines required for entitlement and/or permit approvals.
  • Attend public hearings as applicable with Federal, State, County and local officials in order to achieve the entitlement approval or “right to build”.
  • Attend Municipality Planning Board, Design Review Board, Technical Review Committee and other municipal meetings on behalf of Carrols.
  • Manage civil engineers and architects in reviewing project specific municipal comments and driving the resubmittal timelines while ensuring that all municipal comments have been addressed.
  • Work with Construction, Real Estate & Legal to assess necessary easement(s) required for utilities, other public or private R/W easements while working with civil engineer as required to submit necessary plans and legal descriptions for execution by Carrols or the fee owner Landlord.
  • Update Carrols site specific build plan on a weekly basis for overall entitlement or permitting duration and corresponding construction start date.
  • Responsible for obtaining all necessary permits and licenses.
  • Develop point of contact relations with municipalities for Carrols projects.
  • Work with Carrols Legal and Finance to vet and approve additional civil engineers and architects as required to support the build plan
  • Facilitate completion of Site Investigation Report (SIR) working with consultants and communicate overall entitlement and permitting timeline.


Requirements & Qualifications:


  • BS in Land Use Planning and Management/Development is preferred with minimum 3 years’ experience.
  • Vocational training in Land Use Planning and Management/Development with 5 years’ experience will be considered.
  • Experience in commercial real estate planning and development will also be considered based on experience.



The hourly range for this position is $85,000 - $125,000 depending on experience. Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.
