Laborer I

Job Description

SUMMARY - An employee in this position uses manual labor to perform unskilled tasks of a physically demanding nature in an assigned area of responsibility. Assigned areas can include collection of household and commercial refuse and recycling as well as construction, maintenance and repair activities of roadways and related structures; installation and maintenance of traffic controls; planting, pruning, and maintaining trees and landscaping. The work is performed under close and direct supervision. An individual hired as a Laborer I will be non-competitively promoted to Laborer II upon completing six months of satisfactory City service in the position, in accordance with the City's policy on Promotions and Transfers.

ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Other duties may be assigned.

  • Collects solid waste or recyclables on an assigned route.
  • Learns established City solid waste routes and usual collection points for residences and businesses.
  • Determines acceptability of solid waste or recyclables in accordance with Department standards and City ordinances.
  • Rakes, shovels and performs proper lifting techniques to move and collect solid waste and recyclable materials and replace containers with care. Picks up any waste spilled in the process.
  • Informs supervisors of problems associated with collection route and materials placed for disposal.
  • Makes return visits to residences/businesses which have been missed to collect solid waste or recyclables.
  • Provides input to supervisors concerning condition of vehicles, equipment, and private solid waste containers or features prohibiting effective operations.
  • Maintains and cleans receptacles when practicable.
  • Operates various hand and power tools and related maintenance equipment including, but not limited to jack hammers, air compressors, line striper, crack sealer.
  • Removes worn or damaged asphalt or concrete structures using hand or power tools and loads debris for disposal.
  • Grades and repairs underlay of roadbed to prepare surface for asphalt paving or patching or for pouring or placing concrete curbs, gutters, and storm water inlets.
  • Seals and repairs asphalt and concrete infrastructures.
  • Cleans and clears storm water inlets, drains, bridges, creeks, and drainage swales.
  • Manually digs holes and trenches to locate or install structures using proper lifting techniques.
  • Installs and repairs traffic control devices including, but not limited to, pavement markings, street signs, and work zone protections.
  • Directs (flags) traffic through work zones in accordance with national guidelines.
  • Cleans and restores construction areas, job sites and other project areas including repairing or replacing landscaping disturbed during construction projects.
  • Plants, prunes and maintains trees and other roadside plantings; removes trees and pruning debris as directed.
  • Maintains workshops and storage areas in a clean and orderly condition, including cleaning and securing tools and equipment at the close of the workday.
  • Assists in performance of preventative maintenance on vehicles and equipment.
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Responds to citizens' questions and comments in a courteous and timely manner.
  • Willingly and cooperatively accepts other duties and responsibilities as assigned.

SUPERVISORY RESPONSIBILITIES - None.

MINIMUM QUALIFICATIONS - The minimum eligibility requirements for this position are as follows:

  • EDUCATION and/or EXPERIENCE -Possession of a high school diploma or GED Certificate or one year of related experience in refuse collection or roadway maintenance; or any equivalent combination of education and experience that provides the essential requirements of work.
  • CERTIFICATES, LICENSES, REGISTRATIONS - Must have the ability to acquire certification as a Registered Flagger. Must possess a valid driver's license or a learners permit with the ability to get a full license within 6 months. Completion of the National Incident Management System (NIMS) command courses required by the City Office of Emergency Management within six (6) months of employment with the City.
