IT Specialist II

POSITION SUMMARY: Under the general supervision of the IT Director the Information Technology (IT) Specialist II will provide tier two support on troubleshooting issues and supporting projects. The IT Specialist ll is responsible for diagnosing, repairing, and maintaining the computer software, hardware, and network systems that SCIHP uses to conduct business efficiently. In this role, you'll support and manage the technology of daily operations. Providing assistance, support, and training to system users for computer hardware and software systems. Duties include developing and implementing solutions to computer problems identified by users, testing, and evaluating new technology, maintaining existing software systems, and providing technical support to employees, implementing user requirements, implementing hardware and software needs, in adherence with professional standards. The IT Specialist II must have strong problem solving, analytical, and communication skills, as well as a thorough understanding of computer systems and network architecture.

Essential Functions

  • Responsible for installing, maintaining, and troubleshooting various software systems by interpreting, analyzing and problem resolution, including all hosted and cloud-based solutions used by Sonoma County Indian Health Project Inc.
  • Test, maintain, and monitor computer programs and systems, including coordinating the installation of computer programs and systems.
  • Review diagnostics and assess the functionality and efficiency of Sonoma County Indian Health Project Inc’s systems.
  • Assist with the maintenance of computer systems, and train staff as needed, in consultation with the IT Director and Systems Administrator.
  • Receive and assist staff who are calling into the IT Help Desk.
  • Completes all tickets assigned from SCIHP’s IT Help Desk in a timely manner.
  • Maintains hardware system, including but not limited to, desktop computers, laptops, servers, printers, scanners, multi-function devices, mobile devices, etc.
  • Install, configure, test, maintain, and resolve problems with network hardware performing necessary maintenance to support network availability.
  • Take lead and work with IT Director and assisting staff on more complex projects.
  • Advise on computer requirements and limitations to help users define a problem or need, or to enhance SCIHP operations.
  • Provides training and technical assistance to clinic staff, in consultation with IT Director and Systems Administrator.
  • Creates a positive environment for reporting application and/or system deficiencies and suggestions for system improvements and enhanced functionality from SCIHP staff.
  • The tier two supports complex issues and projects. Logs all problems, referring those requiring a higher level of technical support to the appropriate person or team.

Performs other duties as assigned.

Education And Experience

  • Bachelor’s degree in computer science, information technology or a related field.
  • 3-5 years of experience in a similar IT role.
  • Proficient in programming languages such as Java, Python.
  • Experience with operating systems. Understanding of PC hardware and networking, including but not limited to, desktop computers, laptops, servers, printers, scanners, multi-function devices, mobile devices, etc.
  • Certifications in areas such as security, networking, or programming preferred.
  • Experience with troubleshooting, maintaining, and upgrading systems.
  • Knowledge of Health Insurance Portability and Accountability Act (HIPAA), current healthcare industry Privacy Act and security requirements.

Qualifications

  • Experienced in planning, direction, implementation and troubleshooting of software packages to automate the clinical scheduling functions of a multi-disciplinary health care delivery system.
  • Ability to work independently and part of a team to plan, coordinate and implement projects and maintain detailed records of these activities and projects.
  • IT Specialist must assess, deal effectively, and work cooperatively with complex interrelationships between clinical and administrative, non-technical and technical personnel, knowledge of accessibility and privacy of information, and routine workload vs. new project implementation priorities.
  • Ability to speak and present to groups.
  • Ability to develop procedures and training materials.
  • Skilled in problem solving, interpersonal relationships in the workplace and conflict resolution.
  • Outstanding interpersonal skills including the ability to effectively communicate with people throughout the organization, including clinicians.
  • Excellent verbal and written communication skills.
  • Ability to effectively lead and motivate other leaders and staff within the organization.
  • Ability to develop and encourage teams within an organization.
  • Ability to work and communicate effectively with a wide variety of people and positions.
  • Ability to exercise independent judgment and prioritize several projects and objectives.
  • Valid, unrestricted California Driver’s License (must be insurable).
