The Philadelphia Department of Public Health’s Information Technology Division (Health IT) is responsible for maintaining and improving the department’s IT infrastructure and systems. This position works within the division and department to identify and facilitate solutions, and opportunities; resolve issues to improve efficiency and effectiveness through IT initiatives.
Reporting directly to the IT Director for the Philadelphia Department of Public Health (PDPH), this technical project coordinator position will be charged with involvement in a wide variety of IT projects as well as improving project and portfolio management practices in Health IT. The successful candidate will assist the Health IT Project Managers and IT Director on technology related projects; work directly with the Project Management Office (PMO) within the Office of Innovation and Technology (OIT) on the Gates processes; assist the IT Project Managers on their projects with regards to documentation, coordination, and phase/gates management; and maintain IT processes, communication, reporting, and documentation for Health IT.

Duties And Responsibilities
Assist the Director of Health IT in the coordination of ongoing PDPH initiatives
Under direction of the Director of Health IT, or their designee, assist with procedures and policies for systems
Identify functional and technical requirements for assigned projects
Identify and document use cases - Ensure compatibility and consistency with existing architectural and enterprise standards
Execute communication plans for technology changes and implementations - Proactively communicate and coordinate with project participants and leadership via in person or virtual meetings, in writing, via telephone calls, etc.
Maintain strong, collegial, and effective working relationships with Health IT Team members, associates, departmental officials, requisite QIT staff, outside consultants, and vendors
Utilize project management tools and systems for Health IT to communicate project status and provide project updates to IT Leadership and project participants.
Understand project purpose, technology components, and interactions with other systems and clients, as well as the role and function of each team member
Assist in the planning and implementation of assigned projects; facilitate the definition and management of project scope, goals, milestones, schedules, and deliverables; and coordinate project team
Consult with clients, staff, and stakeholders to resolve issues and provide support to project team
Work with staff and stakeholders to correct deficiencies
Report progress, concerns, emerging risks, or issues to appropriate leadership or PM on IT operations and project work, escalating as needed
Create and maintain comprehensive project and solution documentation and meeting notes as appropriate for the project methodology chosen
Uphold IT standards, policies, and procedures while working with leadership to iteratively adapt these policies with current IT best practices in mind
Stay abreast of the latest developments in related technologies and project management
Education And Experience
A Bachelor’s degree from an accredited college or university; coursework in business, IT- related fields, public health topics, and/or other related field preferred
1-3 years of experience coordinating projects and process changes, and/or performing business analysis
Experience with any of the following a plus: diverse IT projects, software development efforts, City of Philadelphia OIT practices and processes
Knowledge of public health, city government
Any equivalent combination of education and experience determined to be acceptable by the Department of Public Health
Possession or pursuit of a major project management credential a plus
