Agency Description

The mission of the Office of the Inspector General (OIG) is to enhance public confidence in City government by rooting out corruption, fraud, misconduct, waste and mismanagement. The OIG has jurisdiction to conduct investigations, evaluations and audits over all departments, agencies, commissions and boards under the Mayor's jurisdiction, as well as in contracts with individuals or companies receiving City funds and doing business with the City.

As an operationally independent office, the OIG conducts criminal and administrative investigations, as well as more proactive program reviews and evaluations. Depending on the nature and scope of the task, the OIG partners with other City departments, the Philadelphia Police, federal and/or state law enforcement agencies, as well as federal, state and local prosecutors.

The OIG also supervises and works with Integrity Officers (IOs) appointed within each City department under the Mayor's jurisdiction. The OIG has the power to issue subpoenas, to examine all City documents, contracts, and monetary expenditures made from the City Treasury, and to require testimony of City employees.

Job Description

Position Summary:

An Investigative Analyst in the OIG is expected to conduct preliminary inquiry to obtain background information on new complaints received by the OIG; assist the investigative staff in the coordination of major investigations, to include interviews of witnesses, complainants, and subjects; liaison with law enforcement personnel on criminal cases; prepare summary/analysis of initial complaint for IG’s review; assist Integrity Officers with research on departmental investigations; enter and track case information through the OIG database; and issue monthly open case reports.

Essential Functions

  • Providing specific intelligence and investigative lead information to investigators;
  • Researching records and using appropriate databases to conduct background investigations based on specific requests for information or in response to identifiable events;
  • Conducting detailed background research on persons through direct computer access or personal contact with systems and organizations, to further investigations;
  • Analyzing all information found, determining and extracting that which is pertinent to the investigative case and evaluating investigative significance of information to determine subsequent courses of action;
  • Preparing a detailed synopsis of research findings in final form to represent or supplement official investigative case documents including graphic aids (i.e. charts, timelines, tables, etc.);
  • Analyzing reports and other information received and identifying additional personnel or agencies to which intelligence and investigative data should be disseminated;
  • Attending intelligence, investigation, and law enforcement meetings;
  • May be called upon to testify in a court of law as to content of information obtained, and the manner of obtainment;
  • Performing various administrative and clerical tasks as needed, including file organization, answering phones, and data processing.

Qualifications

  • Completion of a bachelor's degree program at an accredited college or university. Relevant paralegal, legal secretary, investigative or law enforcement experience is preferred.
  • Valid PA Driver License
