SELECTIVE PLACEMENT FACTOR: This position requires possession of an active Registered Professional Engineer (PE) license.
In addition to the education requirement, you must also meet the one year of specialized experience requirement. You must possess 52 weeks of specialized experience at the GS-12 grade level or equivalent pay band in the Federal Service which includes (1) Providing direct supervision and administration of construction contracts; (2) Resolving problems in ongoing construction projects; (3) Exercising professional knowledge and coordinating various technical disciplines to assess problems and risks of construction projects during design phase; (4) Reviewing technical adequacy of engineering documents for compliance with applicable laws, regulations, standards, and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Duties
- Review and manage construction schedules of complex structures to ensure project milestones are met and all delays are tracked and accounted.
- Review and approve Government Estimates for contract changes, analyze contractor proposals, and consult on negotiations with the contractor on terms and prices, assist to develop modifications as the Contracting Officer's Representative.
- Develop and establish effective and measurable performance plans/standards for programs assigned, preparing performance evaluation documents for all CD staff to ensure compliance with performance metrics.
- Conduct and/or verbally participate in face-to-face or virtual meetings and conferences with staff and stakeholders to advise and inform them on current status of all construction activities.

- This position requires the incumbent to board vessels, climb scaffolding and ladders, walk over uneven terrain.
- This position has a requirement to lift up to 20# lbs. in the regular performance of duties.
