Integration and Coordination Manager

Job Description

The Integration & Coordination (I&C) Unit provides project coordination, support, and management of cross-functional initiatives led by the Office of Data, Analytics, and Performance (DAP). The unit is responsible for ensuring project goals are successful fulfilled by collaborating with diverse subject matter expert groups and aligning team efforts, while delivering exceptional customer support. The I&C unit plays a critical role in helping to create processes and relationships that drive toward a strategic, agency-wide approach to data, analytics, and performance.

Under the direction of the I&C Director, the I&C Manager provides strategic direction, management, and guidance to an I&C team. The I&C Manager also serves as a project lead and project stakeholder advocate for DAP by planning, developing, and managing highly complex, highly visible federally and state-directed initiatives, ensuring their alignment to the needs of DAP and HHS.

This role performs advanced (senior-level) (1) project management and (2) managerial work administering the daily operations and activities of one of the I&C teams. Project management work involves coordinating the planning and initiation of projects at various levels of completion; developing work plans; communicating and collaborating with various project stakeholders management, and other relevant parties to understand their analytical needs; monitoring the progress and schedule of projects; and preparing and communicating status reports. Managerial work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating team success; and delegating assignments and projects to employees best positioned to complete them.

The I&C Manager plans, assigns, and supervises work of others. Works under limited supervision, with considerable latitude for the use of independent initiative and sound professional judgment.

Due to the interactive nature of the position requirements, full-time teleworking is not available at this time. This is a hybrid position and is currently in-office at HHSC’s North Austin Complex (NAC) approximately 2-3 days per week.

Essential Job Functions

(20%) Team Management. Establishes goals and objectives; makes assignments; provides guidance; and develops, reviews and approves work products. Develops work plans and monitors and reports on progress. Oversees and assists staff with the development and implementation of program engagement for HHS performance and data initiatives, including program analysis, option development, and timelines. Leads projects and initiatives with a focus on improving the effectiveness and efficiency of HHS through the use of data, analytics, and performance management. Provides input, assistance, and guidance to staff in the development and implementation of program changes and new initiatives.

(20%) Cross-Functional Coordination. Assists with developing, implementing, and managing a formalized structure to ensure HHS system-wide collaboration and coordination on data, analytics, and performance initiatives. Works with other agencies, divisions, and stakeholders to ensure close coordination during planning and implementation of such initiatives. Develops and maintains effective working relationships and communications with staff and other internal and external stakeholders. Acts as a liaison to other program staff and other agencies concerning programs and initiatives managed by DAP. Organizes and leads executive level meetings to improve communication, coordination, and business outcomes. Establishes and facilitates inter-agency workgroups and committees.

(20%) Project Oversight. Performs advanced project assessment and approval functions, including: research, analysis, planning, development, and implementation activities; coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; identifying project risks; and coordinating and communicating with project stakeholders, management, and other relevant parties. Develops, oversees, and manages proposals necessary to support performance and analytics activities, including identifying and proposing continuous improvement opportunities.

(20%) Project Management. Develops and manages projects, facilitates and participates in cross-program and multi-agency workgroups, sets goals and objectives, and provides work products for review and consideration. Consistently communicates with staff and external stakeholders to identify risks/issues and develop mitigation strategies. Develops project management tools and documents, as needed, to ensure projects meet expectations for quality, timeliness, and impact. Prepares high quality written project reports, updates, summaries, and other documents as assigned or as needed. Oversees and evaluates projects using appropriate project management methodologies, initiates projects, obtains authorization, and commitment.

(20%) Management Administration. Directs, supervises, and manages staff in accordance with applicable state law, HHSC policy, etc. Recruits, selects, hires, and works to retain staff in accordance with applicable law and policy. Develops and manages processes for assigning, reviewing, evaluating, and approving work produced by staff. Develops performance plans and completes performance evaluations in accordance with applicable law and policy. Manages merit-based recognition and corrective/disciplinary action processes as necessary.

Initial Selection Criteria

Graduation from an accredited four-year college or university, plus three years of full-time work experience in the health and human services or related field(s). Advanced degree preferred.

Experience in stakeholder coordination, building and maintaining professional relationships, developing materials for executive audiences, managing large-scale and complex projects or initiatives, evaluating and/or developing policies and processes to promote efficiency and accountability are preferred. Prior supervisory/managerial experience is also preferred.
