Insurance Billing Clerk - Patient Accounting-Billing

About The Position

The County of Riverside's University Health System - Medical Center, is seeking a regular Insurance Billing Clerk position to join their Patient Accounting-Billing team. Under general supervision, the incumbent will perform fiscal clerical work processing and billing fiscal intermediaries for medical services rendered to patients. The incumbent will also perform such duties as understanding and applying basic billing procedures, reviewing patient accounts to verify the accuracy of information and make any required changes for proper billing purposes and make follow-up determinations on denied or unprocessed claims, initiating calls to patients, insurance companies, internal and external departments for billing and following-up on related matters, identifying routine billing errors, differentiating between various billing procedures and methods, determining appropriate applications of various billing procedures, performing basic arithmetic computations rapidly and accurately and posting the results on accounting records, organizing work to meet prescribed deadlines, following oral and written directions, operating standard office equipment (computers, fax machines, copiers, printers and multi-line phones); and to do other work as required. This position is located in Moreno Valley.

Positions in this class are utilized in departments providing medical or health services and are assigned to billing units responsible for preparing and reviewing billing to third party fiscal intermediaries. Positions in this class are involved in working with medical billing documents, reviewing and verifying insurance accounts against third party billing program provisions and procedures. Incumbents in this class are expected to solve routine problems without assistance while unusual problems are referred to a supervisor.

The ideal candidate will have previous professional knowledge of hospital billing requirements for diverse payor mix – Medicare, Managed Care, Commercial, other Government payors, Medi-Cal including programs such as Family Pact, Every Women Counts, and CCS.

The ideal candidate will also have previous professional experience and knowledge of the following:

  • At least 2 years of professional experience with hospital billing and/or collections
  • Hospital facility billing experience
  • Microsoft Excel
  • Professional experience with Epic Patient Accounting System

This position has the following schedule: 9/80 schedule, Monday through Friday with rotating Friday off.

Examples Of Essential Duties

  • Verify medical insurance coverage following established procedures; Access computerized account files to obtain or update information and data.
  • Prepare billing information to third party intermediaries for services rendered or for fees or other related charges; Enter standard or coded data from forms or documents into computer terminal.
  • Type a variety of numerical or alphabetical data which may include requisitions, claims, or reports; Review all patient accounts to verify the accuracy of information and make any required changes for proper billing purposes.
  • Review patient insurance forms and cards for completeness and accuracy as required by medical assistance programs and private insurance carriers for filling and payment.
  • Contact patient's medical insurance carrier to obtain authorization for treatment and to verify eligibility and coverage.
  • Respond to requests for account information from patients concerning status of account, patient liability and general billing procedures.
  • Check and correct account or numerical records for arithmetical errors or proper coding.

Minimum Qualifications

EITHER I

Experience: One year of experience performing financial, statistical, or fiscal record keeping work, including billing. (Medical billing experience is preferred but not essential.)

OR II

Experience: Two years of clerical experience, one of which involved making arithmetical computations of performing some financial, statistical, or fiscal record keeping and billing work, preferably medical billing;

One year of the non-specialized experience may be substituted by either:

Completion of 18 semester or 27 quarter units from a recognized college in secretarial sciences, business education or a closely related field.

OR

Completion of 369 hours of training from a recognized occupational training programin secretarial science business education, or a closely related field.

Physical requirements: position requires sitting 90% of the time

Knowledge of: The basic methods, practices, and terminology of fiscal clerical work including general billing methods, procedures, and techniques; general clerical auditing and verification techniques; the application of a computer to automated accounting systems.

Ability to: Understand and apply basic billing procedures; identify routine billing errors; differentiate between various billing procedures and methods; determine appropriate applications of various billing procedures; perform basic arithmetic computations rapidly and accurately and post the results on accounting records; organize work to meet prescribed deadlines; operate automated keyboard equipment; follow oral and written directions.
