Job Summary

This position is located within the Department of Employment Services (DOES), Office of Information Technology (OIT) division. The mission of DOES is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working conditions and provide comprehensive employment services to ensure a competitive workforce, full employment, life-long learning, economic stability, and the highest quality of life for all District residents. As an Information Technology Specialist, the incumbent will work within a team environment has the responsibility in all phases of the application systems programming and development lifecycle for the agency's application software systems. This position requires the overall knowledge and theory of graphical user interfaces, and a working experience with HTML, CSS, Javascript, JQuery, C#, and Adobe Creative Suite.

Duties And Responsibilities

Assists in the formulation of system scope and objectives; devises and/or modifies software application to solve complex problems considering computer equipment and capacity limitations, operating time, and form of results; assists in development of detailed project specifications form which programs can be written; develops tests, debugs, and documents programs and processes in the application software system. Responsible for producing and maintaining graphical user interface code for all DOES internal and external web applications. Monitors performance of applications and identifies and makes recommendations to address and identify issues. Interfaces with software vendors to resolve any problems, and other issues related to third party applications. Recommends supervisors’ modifications to existing applications to maintain/improve performance and ensures design and any changes are adequately documented. Develops online Time Distribution (TD) System making use of a combination of the latest state of the art tools and industry best practices. Creates Online TD systems using GUI applications such as C# that interface with relational databases such as Microsoft SQL Server and Oracle. Implements new online archival strategy for employee time sheets, as well as generates end-user report packages using best available methods. Incumbent integrates online TD system to existing on mainframe. Analyses exiting TD system and makes recommendations for improvements. Investigates and resolves software problems, analyzes, and implements requests for new functionality, tests, changes, updates and ensures proper integration with other systems. Maintains and updates business process documentation and provides ongoing support of applications software.

Assists supervisors in development of needs an analysis to define opportunities for new or improved business process solutions. Assists in the development of software functional and systems requirements and specifications. Conducts feasibility studies and trade-off analysis. Defines and documents system scope and objectives. Monitors interfaces related to financial division between district and department systems and as required develops new interfaces between district's payroll system and agency's financial system. Confers with other government units and contractors to conduct studies of latest available technology to support development of state of the art applications to address and resolve specific agency requirements. Consults with customers to refine functional requirements and translates functional requirements into technical design specifications. Establishes and implements software development methodologies, procedures, and standards and ensures their conformance with District Government objectives. May need to evaluate off-the-shelf software routines/packages, specifying which is applicable for a particular project and recommends appropriate procurement actions to direct supervisor. Duties will also include a degree of business analysis during face-to-face interactions with end users. Working closely with quality assurance resources to create a test plan and ensure that issues are properly addressed. Communicate daily with the team lead and offer suggestion to improve deliverables and project timelines. Work with on staff creative designers to meet overall design goals and abilities of the enterprise framework. Performs core programming functions. Test code and perform bug fixes to ensure quality. Prepare and maintain software-programming documentation.

Candidates must have IT-related experience demonstrating each of the four competencies listed below.

Tour of Duty: Monday-Friday 8:30 am- 5:00 pm

Operational Status: In-person reporting with flexible schedule options including telework based on

position eligibility.

Pay Plan, Series, and Grade: CS-343-13

Salary: $93,069 – 119,916 (Based on qualifications and funding)

Collective Bargaining Unit (Non-Union): This position is not covered by a collective bargaining unit.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
