Information Technology Projects and Business Operations Manager

The Information Technology (IT) Projects and Business Operations Manager is assigned to the IT Program Management Unit and manages the District's IT project and service portfolios, governance program, budget and business operations.

Duties:In addition to the job duties outlined in the Information Services Manager class spec, the following are typical duties performed within this assignment. The duties specified below are representative of the nature and level of duties of this assignment and are not intended to be an inclusive list.   • Manages, and oversees staff responsible for project management, complex analysis, program development, compliance, policy development, strategic planning, budget, reporting and financial planning. Lead, plan, oversee, and participate in the more complex and difficult work of staff responsible for providing administrative, human resources, financial, and compliance support to assigned unit or division.
  • Performs complex and difficult analytical work in the assigned subject area(s), such as human resources, training, grant management, legislative analysis, facilities management, technical specifications and contract management, audits and audit planning, financial analysis, budget, risk management, regulatory compliance, policy/procedures development, and emergency planning.
  • Manages the Division's Customer Partnership Program. Builds and maintains relationships with key business stakeholders. Coordinates the District's Information Technology Governance Program. Facilitates stakeholder buy-in and oversees change management for new IT applications and projects.
  • Individually or as a team lead, responsible for the management of the IT Division Project and Service Portfolios. In alignment with Customer Demands, maintains and publishes current project and service portfolios. Serves as primary mechanism for new project intake. Identifies opportunities for project/service consolidation. Ensures review and approval of IT hardware and software purchases District-wide.
  • Manages complex, politically sensitive studies, projects, and initiatives; develop project plans consisting of mission, objectives, scope of work, budget, schedules, baseline requirements, and implementation strategies; identify strategic, project management, and external issues, recommend solutions, and implement solutions to manage risks and issues; analyze various District-wide policies, including human resource planning, organizational, operational and/or financial analysis, and other District service areas.
  • Assists IT Division with evaluating and maintaining compliance with complex cybersecurity and information technology objectives. Serves as primary point of contact for Information Technology audits.
  • Assists Unclassified Manager with the development, socialization and implementation of cybersecurity and information technology policies, standards, guidelines and procedures.
  • Assists IT Division with the effective communication of projects and changes to facilitate adoption, collaboration and end-user education.
  • Initiates solicitations, including requests for proposal and sole source requests to provide materials and services; facilitate pre-proposal meetings; coordinate and participate in the evaluation of submittals; draft and review terms and conditions of agreements; negotiate and execute contracts; prepare and submit Board Agenda items for contract approval; and administer and manage contracts ensuring compliance with all requirements. Serves as Division's primary contact for Request for Information and Request for Proposals. Individually or as a team lead, facilitates all Division purchases and processes all invoices. Facilitates development of all new IT Capital Projects.
  • Serves as primary contact and facilitates all Division recruitments.
  • Responsible for reporting, oversight, transactional analysis and compliance with Division's budgets, including developing projections, multi-year cash flow analyses, cost containment strategies, and tracking grant funds disbursement; identify funding opportunities and submit funding request applications; collect and analyze financial data; review and analyze funding requests and allocation changes to assigned budget(s); analyze variances and recommend corrective measures; and create data tracking and reporting systems.
  • Authors administrative, management, operational, staff, legal, regulatory, and financial reports, including the preparation of conclusions, recommendations, and forecasts for management, the Board, and external entities; and develop formats to facilitate clear understanding and interpretation of information and materials to be presented. Individually or as a team lead creates complex and accurate reports related to Information Technology Key Performance Indicators (KPI's), finances and other reports as needed.
  • Provides leadership and analytical support in assessment of overall functionality of proposed information systems, integration/overlap with existing systems, and coordinates with other IT Managers and project teams for implementation and ongoing support.
  • Manages and participates in the development, design, implementation, and modification of District-wide and division/unit specific business applications and platforms; coordinates the design, development, upgrading, implementation, and testing of new systems and applications.
  • Leads and guides project teams in execution of IT projects, including developing strategies to complete work and ensuring compliance with acceptable information services standards and District procedures.
  • Represents the District to consultants including developers, vendors including enterprise- wide software, user groups, and colleagues from other agencies.
  • Performs other duties as assigned.
  • Pursuant to California Government Code Section 3100, all public employees are required to serve as disaster service workers subject to such disaster service activities as may be assigned to them by their supervisors or by law.

Requirements

  • Bachelors Degree with major coursework in management information systems, computer science, business or public administration, or a related field.
  • Five (5) years of experience in analysis, design, implementation, and maintenance of information systems and technology, including four (4) years of increasingly responsible project management or analytical experience including (2) years of direct supervisory experience.

Knowledge Of

  • Industry standard information technology project and service management principles, practices, and methods as applied to systems analysis, design, development, implementation, maintenance, and security; database administration, structures and management; and software evaluation, selection, and installation.
  • Organization and quality management practices as applied to the development, analysis, and evaluation of projects, policies, and operational needs of applications support.
  • Principles and practices of applications support project and program development and administration, contract negotiation and management, and sound financial management policies and procedures.
  • Practices of researching applications support issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports.
  • Principles and practices of financial planning, budget management, human resources management, reporting, Information Technology Governance, Information Technology Portfolio and Service Management.
  • Principles of staff management and training.

  • Plan, organize, integrate, and manage Information Technology Projects involving the construction and operations of information systems and technology in a multi-platform environment.
  • Identify information systems and technology issues and opportunities, formulate and evaluate technology strategies, set priorities, and allocate resources to effectively coordinate and meet business needs amongst a diverse set of stakeholders.
  • Evaluate and develop improvements to applications support operations, procedures, policies, or methods.
  • Conduct complex applications support research, evaluate alternatives, make sound recommendations, and prepare effective technical reports.
  • 5Establish and maintain a variety of applications support filing, record keeping, and tracking systems.
  • Organize and prioritize a variety of applications support services, projects, and multiple tasks in an effective and timely manner.
