Provides comprehensive coordination to the program management of year-round out of school time programs and camps for youth ages 5-17 years old at stand-alone or co-located centers. Coordinates and manages training development and implementation across youth programs ensuring alignment with policy and procedures along with local and State Department of Education, Licensing Regulations. Assesses opportunities for expanding training opportunities across agency program sites. Performs functions that enhance quality of staff development and service delivery for youth programs, community outreach, marketing, training, and program evaluation. Cultivates partnerships with youth programmers and human development specialists working and supporting youth to enhance their experience, meet standards, and have all the materials and resources for programs. Assists with Human Services staff development, training and program goals, objectives and evaluation of program effectiveness and align best practices and the agency and county s strategic goals and outcomes for youth. Prepares and monitors program credential and licensing reports and training needs analysis, and assisting with the development of program goals, performance indicators, and evaluation methodology, to ensure staff are in compliance with onboarding and yearly credential and licensing policies. Responsible for staff training and best practice compliance in the coordination and monitoring of meal program services of federal and state funded grants, developing and implementing targeted marketing strategies using an inclusive engagement framework for underrepresented communities, and developing and implementing surveys and tools that assess community gaps in programs and services.

Illustrative Duties

  • Plans, assigns, and reviews the work of subordinate Human Services Coordinators; oversees staff training, authorizes staff leave/overtime requests, and evaluates staff

  • Prepares program budget and grant applications; prepares and/or directs the preparation of various reports
  • Oversees efforts to educate the community regarding assigned human service programs
  • Serves as agency representative to provide staff support for boards, consortiums, task forces, or community alliance groups; acts as liaison between the agency and service providers
  • Administers memoranda of agreement, contracts, or similar legal instruments between appropriate public and private sector organizations.

Required Knowledge Skills And Abilities

  • Extensive knowledge of human services available to County residents from public, private, and volunteer organizations
  • Some knowledge of supervisory methods, techniques, etc.
  • Ability to work effectively with various advisory boards and community groups and to lead, persuade, or negotiate alliances between various groups
  • Effective interpersonal and organizational skills
  • Effective oral and written communication skills, including effective presentation skills.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a degree in one of the social or behavioral sciences and two years experience in professional human services coordination work in public, private, or volunteer organization.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer. A TB screening upon hire.

PREFERRED QUALIFICATIONS:

  • Experience supporting program compliance for the school age childcare program and camp Fairfax with Federal, State and Local regulations, including USDA, Virginia State Licensing, and Fairfax County Public Schools.
  • Experience partnering with staff, the community and community partners in delivering out-of-school time programs.
  • Knowledgeable of Fairfax County Strategic Plan, Successful Children and Youth Policy Team (SCYPT) mission, vision, and outcomes and applies it to daily work duties.
  • Experience preparing program reports to include budget and financial analysis and outcomes established by the out-of-school time goals and outcomes using Microsoft Word, Excel, and Outlook tools.
  • Experience coordinating and managing training development programs for staff.
  • Experience evaluating programs and work processes.
  • Concise oral and written communication skills including effective presentation skills.
  • Excellent organizational and interpersonal skills.
  • Ability to access and evaluate data in order to ensure that established deadlines are met.
  • Ability to prioritize multiple and varied tasks.
  • Excellent customer service.
  • Ability to resolve conflicts and to think independently.
  • Exhibits strong leadership skills. Provides a positive and professional example for the team.

PHYSICAL REQUIREMENTS:

Position is active in nature. Must be able to monitor and observe the activities of program participants. Regularly moves about or positions self to supervise and interact with participants at their level. Occasionally lifts, transports, positions, push/pulls or moves up to 50 pounds. Must be sufficiently mobile and possess a range of motion to perform repetitive standing, walking, balancing, stooping, bending, crouching, crawling, sitting on the floor, reaching, squatting, kneeling, and twisting. Ability to react quickly to the physical actions of program participant. Requires the ability to apply CPR and First Aid skills as needed and respond to emergency situations. Administrative and supervisory activities will require ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
