Duties

Manages and oversees the intake, processing, and approval process for political appointments (Schedule C (Sch C) and Noncareer (NC) Senior Executive Service (SES) appointees) throughout the Federal Government, reviewing position and agency appointment requests. This involves reviewing and providing authoritative recommendations the approval of agency requests for Sch C and NCSES appointments in order to appoint, reassign, transfer, or promote agency employees appointed by a siting administration.

Manages all processing actions within the Executive and Schedule C System (ESCS) as it relates to input and update of all position and incumbency data Presidential and Political appointees. Conducts research of data/information within ESCS to resolve inquiries and issues. Assists in the ongoing enhancements and updates to ESCS, such as developing and documenting requirements and assisting with user acceptance testing and training.

Develops and maintains constructive working relationships with agency White House Liaisons and human resource staff, White House Office of Presidential Personnel program staff, and staff of Independent Regulatory Agencies to ensure accurate and timely action on personnel matters and resolution of staffing issues.

Provides support to agency Senior Leadership on policy and operational matters specifically dealing with political appointments across the Federal Government, and provides authoritative recommendations to resolve political staffing and/or compensation issues arising within an Agency, across the Federal Government.

Qualifications

For the GS 13: You must possess at least one full year (52 weeks) of experience comparable in scope and responsibility to the GS-12 grade level or pay band in the Federal service (obtained in either the public or private sectors) providing expert technical advice and assistance to agency counterparts through the interpretation of policies and precedents and resolving concerns; monitoring and keeping abreast of recurring changes in legislation affecting program areas; and mentoring less experienced employees to include providing technical guidance, on the job training, review of work, etc. Note: Your resume must fully support this experience.

Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
