Housing Counselor, Home Ownership

Job Description

The Housing Counselor markets and administers a comprehensive homeownership program. He/She/They uses his/her/their knowledge of the lending process to further NHS counseling activities daily.

  • The Housing Counselor manages all aspects of the Homeownership Program and ensures that its goals and objectives are achieved, and that policies, procedures and practices are adhered to.
  • The Housing Counselor ensures quality service is provided to the community. He/She/They monitors the Homeownership Program’s processes to assess high quality program services. He/She/They supervises the preparation of workshop and class curricula.
  • The Housing Counselor reviews the services provided by the Homeownership Program and evaluates its performance and effectiveness. He/She/They ensures that the program meets homeownership approved quantitative and qualitative performance standards set in the annual plan. He/She/They ensures that the management information system allows him/her to effectively track actual performance against projected performance.
  • The Housing Counselor ensures that monthly program activity reports for the Homeownership Program are completed on a timely basis.
  • The Housing Counselor educates clients to help them with the mortgage process and to understand homeowners’ insurance responsibilities and then assists clients through the process of obtaining a mortgage and adequate insurance.
  • At seminars and individual counseling sessions, the Housing Counselor walks the client through the mortgage application process. He/She/They helps the client collect all required documents to complete a mortgage application file. He/She/They may refer the client to an outside agency or to another NHS department for additional counseling if needed.
  • The Housing Counselor offers individual pre-purchase counseling. He/She/They explains the mortgage process from the initial application to loan closing. The Homeownership Counselor must be aware of the need for confidentiality of written and verbal communications with the clients.
  • The Housing Counselor assists the client in understanding and obtaining pertinent information and documentation and acts as a liaison between the lending institution and the client.
  • The Housing Counselor must maintain monthly loan submittals that meet minimum goals set by his/her supervisor.
  • The Housing Counselor counsels the client on the importance of insurance and safeguarding his/her investment and assists him/her to obtain adequate insurance. He/She/They builds relationships with insurance companies and agents and works to educate them on the issues facing NHS clients and the types of products that will meet the needs of these clients.
  • The Housing Counselor provides post-purchase counseling to ensure that the client continues to meet Homeownership responsibilities to prevent foreclosures.
  • The Housing Counselor attends workshops and training and stays up to date on the regulations and issues impacting the home buying process. He/She/They conducts seminars and workshops as necessary and must be available to conduct these seminars and workshops as required by his/her supervisor.
  • The Housing Counselor coordinates individual counseling sessions, lectures, classes, seminars, workshops, and club meetings.
  • The Housing Counselor assists the Director to develop curricula, prepare materials and identify instructors for education classes, seminars and clubs.
  • The Housing Counselor secures space for Homeownership and insurance events and schedules lectures, classes, seminars, workshops, and club meetings.
  • The Housing Counselor informs clients, lending institutions, NHS staff about Homeownership and insurance education initiatives. He/She/They disseminates information on a timely basis and maintains records of all correspondence.
  • The Housing Counselor is a network for information about buying, maintaining and insuring a home.
  • The Housing Counselor stays current on the issues that are important to home buyers and homeowners including credit, features of alternative mortgage products, homeowners’ insurance, and foreclosure prevention.
  • The Housing Counselor knows the various NHS programs and loan products and is able to explain them in one-to-one counseling sessions and/or group presentations.
  • The Housing Counselor develops and maintains relationships with professionals from real estate, mortgage banking, insurance and other industries that impact the Homeownership process.
  • The Housing Counselor assists his/her supervisor in other areas related to the Homeownership and educational program services.
  • The Housing Counselor maintains up-to-date records on the status of all individual counseling sessions and loan applications. He/She/They is able to provide this information in report format on a daily, weekly, or monthly basis to the Director of Operations.
  • The Housing Counselor assists the Director of Operations in maintaining effective relations with private and public agencies including government agencies, lending institutions, foundations, charitable groups and community organizations in order to secure support for Homeownership Programs.
  • The Housing Counselor provides internal and external customer service.
  • The Housing Counselor assists in other areas related to NHS services as requested by his/her supervisor.
  • The Housing Counselor attends NHS staff and team meetings and other meetings as needed.
  • The Housing Counselor assists on other projects and assignments as needed.
  • The Housing Counselor attends seminars and other training as scheduled by the office supervisor and participates in NHS mandatory requirements, including examinations, for the position.
  • The Housing Counselor is expected to adopt and promote the core organizational and interpersonal values; meet internal and external deadlines on reporting and contractual obligations and meet and exceed internal and external customer expectations.
  • The Housing Counselor is expected to establish, develop and maintain relationships of high quality designed to acquire co-operation, access to information, sponsor ship of ideas.
  • The Housing Counselor markets NHS’ programs to potential clients and target population.
  • The Housing Counselor communicates with social service agencies, public officials, community and business groups, and lending institutions regularly to develop good public relations. He/She/They corresponds by mail, over the telephone, and in person, and makes contacts at community events.
  • The Housing Counselor assists the Director of Operations in the design, implementation and administration of the homeownership education program. He/she helps assess the needs and implements new homeownership initiatives throughout the organization.
  • The Housing Counselor administers the operations of the Homeownership Program and ensures that fiscal and administrative policies and procedures are adhered to.
  • The Housing Counselor ensures that the program operates within approved budget and plan guidelines. He/She/They monitors revenues on a monthly basis.
  • The Housing Counselor ensures that all client accounting and program inventory data, including class registration, attendance and graduation for the Homeownership Program is up-to-date and easy to access. All related activity and reports are to be coordinated with and/or submitted to the Accounting Department and outside entities on a timely basis.
  • Must be able to pass HUD Certification

Qualifications: Degree and/or experience in real estate, mortgage products, underwriting, housing counseling, strong administrative, interpersonal, marketing, sales, and presentation skills required; proficient in the use of computer software. Bilingual and HUD Certification is a plus.

Starting Salary: Commensurate with experience.
