The Department of Health Services (DHS) Division of Public Health (DPH) is recruiting for a Grants Project Manager (GPM) within the Bureau of Communicable Diseases (BCD). The position offers the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices. This schedule may vary based on training or operational need. Limited statewide and overnight travel may be required. 


This position will work Monday through Friday, 8:00 am to 5:00 pm.

Position Summary

As the BCD GPM, you will maintain a diverse portfolio of federal grants throughout their award life cycles, including the Epidemiology and Laboratory Capacity (ELC), Tuberculosis (TB) Program, Immunization, HIV Prevention and Surveillance, Viral Hepatitis, and STD PCHD cooperative agreements. You will support BCD grants managers during the proposal stage, gathering needed information from across the different program and project areas to ensure on-time application submission. Upon grant award notification, the GPM supports the grant managers and program leads with:


  • Coordinating grant implementation including documenting contract and agreement deliverables;
  • Monitoring project implementation, including tracking grant deliverables, performance measures, and timelines; 
  • Working cross-departmentally and with partners such as the Wisconsin State Lab of Hygiene (WSLH) to document key performance indicators (KPIs) related to grants; and 
  • Helping coordinate the submission of report updates, dashboards and other reporting requirements as directed. 


You will serve as the liaison between BCD and CDC grant and project officers regarding communications, federal grant requirements, and other pertinent information needed to apply for and fully executive cooperative agreements.


This position will be responsible for developing, coordinating, and managing process(es) for BCD-submitted Request for Applications (RFAs). The GPM will oversee the quality assurance for all BCD RFA documentation and ensure all processes adhere to the requirements for Wisconsin’s procurement policy. Additionally, you will make sure RFAs accomplish specific program objectives for either the federal cooperative agreement or state funding requirements. 


Salary Information

The starting pay is between $34.00 and $39.00 per hour (approximately between $70,700 and $81,100 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.


Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. The position is in the Grants Specialist – Advanced classification and is in pay schedule and range 07/03. 


Job Details

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.


Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.


Qualifications

Minimally qualified applicants will have all of the following:

  • Experience with the federal grant development and monitoring process (e.g., reviewing guidance or allowable costs, creating complex budgets or workplans, submitting grant applications to federal agencies, etc.)
  • Experience with project management (e.g., delegating tasks, monitoring timelines, evaluating program performance, etc.).
  • Experience identifying and communicating risks regarding projects and presenting solutions to potential project derailment based on risks identified.
  • Experience tracking progress of multiple projects and deadlines.


Well-qualified applicants will also have one or more of the following:

  • Experience with federal grants and grant applications within Wisconsin’s Bureau of Communicable Diseases. 
  • Experience reviewing and submitting federal grants with supporting documentation, including using federal grant software and programs such as CAMP, iFund, RedCap, etc.
  • Experience negotiating, monitoring, and evaluating contracts or grants to ensure compliance with federal and state requirements.
  • Experience providing consultation and technical assistance to partners (e.g., local governments, Tribal nations, etc.) regarding the use of public funding.
