Job Summary : The Grants Manager is responsible for developing and overseeing the full lifecycle of the grants program for SPARK, including supervision of a team of Grants and Finance Officers who will be responsible for grant procurement and monitoring. In collaboration with the Lead of Research and Partnerships and Assistant Director of USAID Programs, the Grants Manager will lead the development of the Grants Manual outlining the program’s grant solicitation and procurement processes. This position helps design and disseminate grant solicitations and works with prospective grantees to provide capacity building support as needed. The Grants Manager will also lead the Grants Evaluation Committee during the pre-award process. The Grants Manager is responsible for overseeing that SPARK grants are administered in compliance with USAID regulations, including leading the monitoring of grantee implementation, tracking grantee deliverables, tracking funding transfers to grantees, and providing regular status reports. The Grants Manager reports to the Lead of Research and Partnerships. Essential Functions:

• Develops and updates the Grants Manual, in collaboration with the Lead of Research & Partnerships and the Assistant Director of USAID Programs.
• Oversees the grant implementation process from execution and signing of the award, monitoring and documenting grantee activities, administrative actions, as necessary, and reporting.
• Develops and oversees the solicitation processes, including co-creation, for USAID ITR/R and Mission buy-ins. Through this, supports institutions to apply for grants that align with self-identified capacity strengthening needs, in alignment with USAID’s Local Capacity Strengthening Policy.
• Supports the grantee selection process and organizes and facilitates evaluation committees.
• Works closely with the Lead of Research and Partnerships to identify and provide capacity strengthening support for grantees to help them to achieve their goals in alignment with SPARK goals. Develops curricula and organizes and leads trainings and workshops to grantees on USAID rules and regulations, and program policies and procedures.
• Supervises Grants Officers and Finance Officers on their daily activities, and ensures they are trained in all grants policies and procedures.
• Represents SPARK to internal and external stakeholders. This includes providing process-related expertise, advising on content, and providing grant status updates. This position is contingent on funding. Job Requirements : Education and Work Experience:
• Requires a bachelor's degree and at least eight (8) years of related work experience; or equivalent combination of education and experience. Required Knowledge, Skills and Abilities:
• Bachelor’s degree in related field.
• A minimum of eight (8) years of progressively responsible experience in managing grants programs, including facilitating the completion of all administrative steps required for the implementation of the full grant lifecycle process from solicitation to award to final closeout.
• Experience working with high and low-capacity organizations in respect to grants management, including higher education institutions.
• Extensive knowledge of USAID rules and regulations, including purchasing under assistance awards.
• Fluency in English.
• Strong interpersonal and communication skills, with the ability to work independently, in teams, and across departments.
• Excellent organizational, technical, and analytical skills, ability to be self-directed, and with a strong operational focus and ability to problem solve.
• Demonstrated ability to handle heavy workload and changing priorities and tasks under strict deadlines, while practicing leadership, versatility and integrity.
• Strong interest and ability to work effectively in a team environment.
• Willingness and ability to travel to conduct field visits, trainings, and undertake monitoring activities. Salary Range : $78,534 – $94,947. A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
