Job Responsibilities

Serves as the Agency's Grants and Agreements Coordinator and manages the operations of the Grants and Agreements Section. Ensures the proper request, execution, tracking, and accounting of funding provided through Federal grants, Cooperative Agreements and other agreements, and ensures the State receives advances for, or is reimbursed for, all authorized and allowable costs. Assists Program Managers and Budget Analysts in forecasting, developing and tracking their budgets, and updating budgets and spend plans. Coordinates directly with the Program Managers, Federal Budget Analysts and the Grants Officer Representative (GOR) to ensure their budget modifications are completed as needed or required, monitors the close-out of Appendices, and ensures extension requests are submitted in a timely manner. Coordinates with the Agency's Budget & Finance Department to ensure costs and revenues are properly recorded, and submits new or updated grant budget numbers for the new State FY, Federal FY, and as needed. Assists and provides information for on-going and upcoming audits, and responds to audit findings. Ensures all required reports, including the Centralized Personnel Plan (CPP), are completed and submitted no later than the published suspense dates. Ensures all Section personnel maintain their required training and certifications.

Minimum And Additional Requirements

A Bachelor's degree in business administration, public administration or the social sciences, and a minimum of three (3) years of experience in contracts and grant administration activities.

Preferred Qualifications

A Bachelor’s degree in Business Administration with an emphasis in accounting. A minimum of three (3) years of management-level experience in grant and/or financial management in South Carolina government, and a minimum of three (3) years of experience utilizing the SCEIS Financial (FI) module and the Grants Management component of the FI module, and the SCEIS Statewide Requisition Management System (SRM) Module.

Additional Comments

Knowledge of contractual and grant monitoring, and accounting and financial management principles and procedures. Ability to review and assess complex grants and contracts. Familiar with Federal/State and Cooperative Agreements processes from the request and execution, to the finalization and closeout reporting. Knowledge of State regulatory guidance and specific grant/cooperative guidance to ensure compliance. Ability to direct the activities of subordinate personnel and communicate effectively. Must successfully complete National Guard Bureau (NGB) required training in Cooperative Agreements and Fiscal Law within 12 months of job start, and maintain recertification as required. Works under the general supervision of the Chief of Staff for State Operations who provides general administrative and policy direction. Is encouraged to use own initiative in accomplishing tasks and duties while adhering to the policies of the Agency, and State and Federal laws and regulations. May be required to work extended hours as required during emergencies, disasters, or as required. Overnight and extended stays may be required to support ongoing operations and during attendance at conferences, workshops, off-site meetings and seminars.
