Job Summary

The Office for Sponsored Research and Award Administration is seeking a Grant and Contract Officer II or Senior Grant and Contract Officer. This is a full-time (1.00 FTE ), 12-month, professional faculty position.

The Office for Sponsored Research and Award Administration ( OSRAA ) resides within the Research Office. Its mission is to provide research administration leadership, achieved through the full sponsored project “lifecycle” by supporting proposal submission, award negotiation/acceptance, research costing and analysis, award management, financial management and closeout of awards that support Oregon State University’s continuous search for new knowledge and solutions in the three signature areas outlined in OSU’s Strategic Plan (SP 4.0).

The Grant and Contract Officer II and Senior Grant and Contract Officer ( GCOII & SGCO ) has delegated authority as an institutional authorizing official for the submission of all research proposals and is also responsible for negotiation, acceptance and signature of externally funded research agreements and outgoing sub-agreements as delegated by Managing Grant and Contract Officer and/or the Director of Sponsored Programs and Award Contracting and/or Associate Vice President for Research Administration, Finance and Operations. This position provides faculty, researchers, and staff with guidance on financial, administrative, and regulatory issues arising during the review, negotiation, and acceptance of sponsored awards. Extensive interactions are required with researchers, university administration and external agency officials within complex institutional settings. In addition, the incumbent is expected to provide excellent customer service and assistance to OSU’s faculty, as well as nurture positive relationships both inside and outside of OSU .

Key Responsibilities

The position Duties for the GCO II and SGCO are similar but have a slightly different focus and percentage of time breakdown. Please see below for more specific information distinguishing between the two levels of the position.

GCO II Position Duties:

60% Grant and Contract Review and Approval

  • Provide comprehensive pre-award management for a moderate portfolio of non-negotiable awards such as NSF , NIH , ONR and moderately complex awards such as NOAA , NASA , Interior, and State of Oregon. This function requires a working knowledge of contracting principles, as well as institutional, state, and federal regulation related to research administration and compliance. Incoming sponsored project grants and contracts are received from a variety of sources including federal, state, other university, foreign entities, non-profit, and industry pass-through. This variety of sponsoring agencies requires the ability to adapt to different sets of governing regulation, sponsor terms and conditions, grants management principles and contracting practices.
  • Provides pre-award guidance to faculty and staff based on the interpretation and implementation of policies and agreement terms.
  • Maintain working knowledge of federal and nonfederal grant and contact award regulations to make appropriate interpretations and provide contractual and pre-award guidance to faculty and staff. Transmit detailed technical information and guidance regarding institutional operations and policies to faculty, staff, and outside agencies.
  • Review, analyze, negotiate, and accept incoming research-related grants and contracts, including negotiating awards for their assigned lifecycle team. Interpret and apply laws and regulations. Resolve conflicts between sponsor, university, and PI’s.

15% Subaward Processing

  • Draft, negotiate and accept outgoing subawards under OSU’s prime awards.

10% Monitor Sponsored Programs Email and Award Login

  • Review and sort emails received in the Sponsored Programs Mailbox for assignment to the appropriate functional team.
  • Login to the Google sheet and assign awards that are received.

10% Process Improvement, Policy, and Training

  • In addition to the assigned duties, this position will actively participate in process, policy, and training activities.
  • Monitoring and staying informed of continually changing sponsor, federal, state and university policies
  • Creating and recommending changes to OSRAA and university policies that affect research administration (i.e. financial/costing, procurement, graduate school)
  • Communicating institutional policy and procedural information to external entities, such as federal and other sponsor agencies and subaward organizations

5% Proposal Review and Approval

  • Review, approve and submit grant and contract proposals in OSRAA , including review and confirmation of faculty salaries and current benefit and indirect cost rates in proposal budgets.
  • Review proposals with special attention to financial compliance, regulatory/protection compliance, and possible conflicts of interest.
  • Review and interpret sponsor guidelines for proposal submission and provide guidance to faculty and staff regarding submission requirements and compliance with budget guidelines.

SGCO Position Duties:

80% Grant and Contract Review and Approval

  • Provide comprehensive pre-award management for a diverse portfolio of incoming grants and contracts. This function requires a thorough knowledge of contracting principles, as well as institutional, state, and federal regulation related to research administration and compliance. Incoming sponsored project grants and contracts are received from a variety of sources including federal, state, other university, foreign entities, non-profit, and industry pass-through. This variety of sponsoring agencies requires the ability to adapt to different sets of governing regulation, sponsor terms and conditions, grants management principles and contracting practices.
  • Review and interpret complex proposal and award policy documents for federal, state, and private agencies, as well as negotiated agreement terms and conditions and OSU Administrative Policies and Procedures. Disseminate pre- award guidance to faculty and staff based on the interpretation and implementation of these policies and agreement terms.
  • Maintain a thorough knowledge of federal and nonfederal grant and contact award regulations to make appropriate interpretations and provide contractual and pre-award guidance to faculty and staff. Transmit detailed technical information and guidance regarding institutional operations and policies to faculty and staff, as well as outside agencies.
  • Review, analyze, negotiate, and accept incoming research-related grants and contracts, including negotiating the most complex awards for their assigned lifecycle team such as industry-flow-through, non-profit, foreign, DOE , large projects, DOD , and Federal Contracts.
  • Review, analyze, negotiate, and accept other agreements related to sponsored projects, such as Master Agreements and associated Task Orders, Memorandums of Understanding, Data Use Agreements, and Testing/Services Agreements.
  • Review all agreements for issues related to legality, risk, scope of effort and conflicts. Identify areas of potential risk or conflict in projects. Work in conjunction with University General Counsel, the Office of Research Integrity, and/or the OSU Advantage for specific solutions to complex issues. Negotiate research agreements which involve resolution of issues such as ownership and access to intellectual property, export controls, publication rights, confidentiality, indemnity and negotiate acceptable solutions for sponsoring agencies and faculty members. Interpret and analyze complex issues to resolve problems.
  • Interpret and apply laws and regulations. Resolve conflicts between sponsor, university, and PI’s.

10% Proposal Review and Approval

  • Review, approve and submit grant and contract proposals in OSRAA , including review and confirmation of faculty salaries and current benefit and indirect cost rates in proposal budgets. Review proposals with special attention to financial compliance, regulatory/protection compliance, and possible conflicts of interest.
  • Review and interpret sponsor guidelines for proposal submission and provide guidance to faculty and staff regarding submission requirements and compliance with budget guidelines.

10% Process Improvement, Policy, and Training

In addition to the assigned duties, this position will actively participate in process, policy, and training activities. Examples of these activities include:

  • Leading meetings, documenting processes and training others on grant systems, procedures, and guidelines.
  • Provides mentorship to Proposal Analysts (focused on how PA actions impact award terms) and GCO I and GCO II (focused on reviewing award terms) as needed.
  • Serves as a subject matter expert on contract negotiation and federal, state, and internal policies and procedures to communicate to the campus community and assist with research administration trainings
  • Monitoring and staying informed of continually changing sponsor, federal, state and university policies
  • Creating and recommending changes to OSRAA and university policies that affect research administration (i.e. financial/costing, procurement, graduate school.
  • Communicating institutional policy and procedural information to external entities, such as federal and other sponsor agencies and subaward organizations.
  • Supervises student worker (optional) including training, overseeing work, mentorship, approving work, and directing their duties.

What You Will Need

GCO II Qualifications:

  • Bachelor’s degree in a relevant field such as business OR four combined years of post-high school education and relevant experience
  • Five years of professional experience, which includes three years of experience as a grant and contract officer
  • Excellent verbal and written communication skills
  • Excellent attention to detail and organization skills
  • Strong time management and ability to work independently
  • Strong problem-solving skills
  • Demonstrable commitment to promoting and enhancing diversity.

SGCO Qualifications:

  • Bachelor’s degree in a relevant field such as business OR four combined years of post-high school education and relevant experience.
  • Seven years of professional work experience which includes five years of experience working as a grant and contract officer
  • Ability to problem solve and carry out duties independently with very limited supervision
  • Excellent attention to details and organization skills
  • Excellent time management
  • Demonstrated ability to negotiate and experience in drafting agreement
  • Demonstrated expertise interpreting and applying federal regulations, examples include Federal Acquisition Regulations and Uniform Guidance
  • Excellent communication skills {both written and verbal)
  • Demonstrated ability to focus on multiple tasks with a high level of accuracy and attention to detail
  • Demonstrated ability to set priorities and work independently
  • Demonstrated ability to work with all levels organizational, and convey information verbally and in writing to stakeholders

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

SGCO Qualifications:

  • Professional certifications related to position ( CRA , CPRA , or CFRA )
  • Experience as a contract officer a higher education environment
  • Advanced degree in closely related field such as MBA or JD
  • Experience using Cayuse proposal submission software or a similar electronic research administration software
  • Evidence of shaping successful process improvement in the workplace.
  • Demonstrated ability to work independently while consulting others as necessary to resolve issues.
  • Demonstrable commitment to promoting and enhancing diversity.

Working Conditions / Work Schedule

This position, with supervisor and/or director approval, is open to hybrid (on-site and remote work) or fully remote work option.
