Job Summary

Under general supervision, performs technical work to assist in the daily data management and mapping requirements of the department; assigning and maintaining address and street listing for the Town; and research and review and evaluation of field data in the assignment of addresses and street names. Reports to the Director of Planning.

Essential Job Functions

  • Interact and communicate with various groups and individuals (such as immediate supervisor, department staff, -GIS-related vendors, other department heads and staff, Town Council, contractors, other government entities, and the general public).
  • Work with minimal supervision and take initiative to complete assigned duties.
  • Perform data collection, entry and verification.
  • Develop, implement, and maintain scripts in Python, Visual Basic, and other scripting languages for automation and model creation in ArcGIS software.
  • Maintain GIS datasets, such as address points, street centerlines, and public safety boundaries for the E911 center and consult with E911 personnel on the proper application of GIS Technology.
  • Convert electronic and paper-based records into GIS to create spatial inventory of Town maintained assets (roadways, sidewalks, draining easements, etc.)
  • Perform internal and external field reporting of attributes for mapping.
  • Prepare and/or process a variety of documentation (such as digital maps, paper maps, tables, reports, graphics and similar data driven products).
  • Perform research and compile data for special projects or reports, as assigned, ensuring completion by specified deadlines and in accordance with outline objectives and goals.
  • Receive and respond to customer/public inquiries and requests for assistance regarding mapping, property location, addressing, etc.
  • Implement the Town’s addressing policies including assisting with the establishing of a formal addressing ordinance.
  • Locates and assigns addresses for new and existing subdivision plats and structures; notifies property owners, tenants, and other applicable agency representatives; inputs addresses into GIS.
  • Consults with postal officials, County addressing officials, emergency service providers and other Town departments regarding addressing issues.
  • Conducts research to resolve addressing problems and errors, including site visits if necessary.
  • Maintains Town street listing and E911 database.
  • Analyze GIS technology and software and advise the Town’s IT Department in developing plans to implement new or modified technology to help the Town meet needs.
  • Attend training, seminars, workshops and meetings to maintain current knowledge of industry trends and technology.
  • Refer to geographic information system databases, paper and scanned maps, Council minutes, other local, state and federal databases, policy and procedure manuals, codes/law/regulations, publications and reference texts, etc.
  • Must be able to work independently and be self-driven.
  • Operate a vehicle and a variety of office equipment and machinery (such as computer, geographic position system, plotter, printers, etc.).
  • Use a variety of tools (such as standard office tools, etc.); a variety of supplies (such as general office supplies, etc.); and a variety of computer software (such as Arc GIS Desktop, Arc GIS server, AutoCAD, Adobe, Microsoft Office, Citizenserve, Nearmap, etc.).
  • Coordinate and communicate with Census (BAS and LUCA) as applicable.
  • Perform general office work as required, including but not limited to preparing reports and records, entering computer data, copying and filing documents, sending and receiving correspondence, answering telephone, etc.
  • Respond to help requests.
  • Order supplies.
  • Develop, implement, and maintain GIS database design and GIS Development (such as online maps and apps).Performs other duties as assigned.

Minimum Education And Experience

Requires an Associate’s degree in GIS, computer science, earth science, geography, cartography or related field supplemented by two years’ work experience in GIS, computer information systems, geography, cartography or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must have a valid South Carolina driver’s license.

Knowledge, Skills And Abilities

  • Knowledge of the methods, policies, and procedures of the Planning and Economic Development Department as they pertain to the performance of duties of the GIS Analyst.
  • Knowledge of the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position.
  • Knowledge of the organization of the Town and of related departments and agencies.
  • Knowledge of proper English usage, vocabulary, punctuation, and spelling; knowledge of basic mathematics, computer science and software programs.
  • Knowledge of how to operate and maintain a variety of office equipment as necessary in the performance of daily activities.
  • Knowledge of how to perform duties in a courteous manner and with the utmost integrity in the best interest of the public.
  • Knowledge of how to make public presentations.
  • Knowledge of the standard tools, materials, and practices of the trade.
  • Knowledge of remote sensing and LiDAR datasets.
  • Ability to work with datasets created by the town’s UAS (Drone) Program.
  • Skill in applying a responsible attention to detail as necessary in preparing reports and correspondence.
  • Ability to comprehend, interpret, and apply regulations, procedures and related information.
  • Ability to prepare professional analyses and recommendations on various planning and development issues.
  • Ability to research, prepare, and present reports to Planning Commission, Council, management staff, etc.
  • Ability to type accurately at a rate sufficient for the successful performance of assigned duties.
  • Ability to read and interpret various materials pertaining to the responsibilities of the job.
  • Ability to take the initiative to complete the duties of the position without the need of direct supervision.
  • Ability to use independent judgment in performing routine and non-routine tasks.
  • Ability to plan, organize, and prioritize daily assignments and work activities.
  • Ability to offer assistance to fellow employees as necessary.
  • Ability to learn and utilize new skills and information to improve job performance and efficiency.
  • Ability to handle required calculations.

Physical Requirements

Must be physically able to operate a variety of related machines and equipment including a computer, printer, fax, phone system, copier, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but work may involve walking, standing, bending, stooping, reaching, etc. for brief periods of time.
