Job Description

JOB SUMMARY:

The Fleet Administrator plays a critical role in managing the diverse fleet of vehicles and equipment for the City. This position oversees the financial aspects, procurement, maintenance, data analysis, and operational efficiency of the fleet, ensuring compliance with regulations and best practices. The Fleet Administrator assists the Fleet Manager in leading a team responsible for optimizing the fleet's performance while prioritizing fiscal responsibility and sustainability.

Typical Duties

  • Accountable for the fiscal health of all department budgets related to fleet operations. Conduct regular budget analyses, identify cost-saving opportunities, and recommend strategies for fiscal efficiency.
  • Review, process, and monitor purchase orders in a timely and accurate manner, ensuring adherence to budgetary constraints.
  • Oversee the parts inventory, ensuring accurate tracking of quantities and costs. Develop and implement inventory control measures to optimize part availability while minimizing excess stock.
  • Manage the fleet software system, ensuring proper utilization and accuracy of data. Complete work order entries into the fleet management software system and utilize asset management tools for data analysis and recommendations on fleet replacement.
  • Develop and maintain the City vehicle replacement schedule. Establish and oversee a comprehensive vehicle procurement program, including procurement policy guidelines, schedule milestones, procurement forms, and effective communication with internal stakeholders. Chair the City Fleet Committee, facilitating collaborative decision-making on fleet-related matters.
  • Manage the City fuel system, including maintenance of the fuel island, equipment, and software program. Oversee fuel ordering, monthly fuel billing, and track repairs by department reports. Ensure compliance with environmental regulations and act as the City’s Utah Underground Storage Tank Class A and B Operator for the fueling system.
  • Provide timely and accurate reports to Finance, Sustainability, and other relevant departments as required.
  • Maintain comprehensive records related to fleet operations, procurement, maintenance, and fuel management. Ensure compliance with records retention policies and regulations.
  • Compile and analyze data to identify key business opportunities, operational trends, and areas for improvement within the fleet. Make informed recommendations for process enhancements and cost reduction strategies while maintaining high levels of internal customer satisfaction.
  • Regularly review cost and operational trends within the fleet and recommend initiatives to enhance efficiency and effectiveness.

Minimum Qualifications

  • Strong financial acumen and budget management skills
  • Ability to analyze complex data sets and make data-driven recommendations
  • Strong commitment to sustainability and innovation in fleet management
  • Ability to obtain Utah UST A/B Operator Certification within six months of hire

Preferred Qualifications

  • Bachelor’s or Master’s degree in Public Administration, Business Administration, or relevant field
  • 5-7 years of relevant experience in fleet management, procurement, or logistics
  • Knowledge of vehicle types, maintenance practices, and fueling systems
  • Experience working with databases and database integration

Working Conditions

  • The Fleet Administrator works both in an office environment as well as within the fleet mechanic shop.
  • Regular use of computers, keyboards, and other office equipment is required.
  • The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, and toxic or caustic chemicals.
  • While work is generally performed in a climate-controlled office environment, work is occasionally performed in all weather conditions including extreme temperatures.
  • The noise level in the work environment in the office is low to moderate, but can be moderate to high when performing job functions in the fleet mechanic shop.
  • Occasional non-traditional working hours which may include on-call evening and weekends.
