Participates in training activities associated with preparing for the Florida State certification examination for Firesafety Inspector I.

Recruits who successfully complete all requirements for obtaining Florida Firesafety Inspector I Certification and are meeting performance standards will be offered positions as Fire Inspector I with Orange County Fire Rescue Department (OCFRD).

Fire Inspector I

This is a technical position requiring considerable initiative and sound judgment in the enforcement and compliance of state and county fire codes and standards.

An employee in this position is responsible for conducting fire protection training and enforcement of on-site fire tests and inspections. Duties also include researching applicable state statutes and county ordinances, establishing schedules for inspections, conducting re-inspections and maintaining and preparing periodic reports.

Work is performed under the general direction of higher level inspectors and/or the Assistant Fire Marshal and is reviewed for effectiveness of inspection programs and results achieved.

Fire Inspector II

This is technical and supervisory work requiring considerable initiative and sound judgment in the enforcement and compliance of state and county laws, ordinances, fire codes and standards. An employee in this position is responsible for the inspections of buildings, new construction and hazardous operations to ensure fire and life safety requirements are properly enforced and in compliance with state and local codes. This position functions within the areas of fire code enforcement, public fire and safety education, plans review and engineering, and occasionally disaster mitigation. . Other responsibilities include conducting fire safety and protection related training, fire inspections, public presentations and functions as a liaison with the State Fire Marshal's Office when requested.

Work is performed with some level of independence and is reviewed by management of the Office of the Fire Marshal for effectiveness of inspection programs and results achieved.

Fire Inspector III

Performs responsible senior technical code enforcement and inspection duties in the Office of the Fire Marshal.

This is senior-level technical code enforcement work requiring considerable initiative and sound judgment in the enforcement and compliance of state and county laws, ordinances, fire codes and national standards. An employee in this position is responsible for the inspections of buildings, construction and hazardous operations to ensure fire and life safety requirements are properly enforced. This position may function as a mentor to Inspector I and II's in the areas of fire code enforcement, public fire safety, fire protection systems, high hazard inspections, and the storage of hazardous materials. Technical code enforcement responsibilities include oversight of extremely hazardous storage and uses, such as explosives, hazardous materials, aerial fireworks, flame effects, and pyrotechnics. Other responsibilities include performing fire safety and fire protection related training, fire inspection evaluations, and conducting public fire safety presentations.

Work is performed with considerable independence and performance is regularly reviewed through established performance measures

Representative Duties

Fire Inspector Recruit

  • Attends and participates in the Florida Firesafety Inspector I Certification classes which include:
    • Fire Prevention Practices
    • Private Fire Protection Systems I
    • Fire Service Building Construction
    • Construction Documents And Plans Review
    • Codes And Standards
  • Participates in ride-alongs with OCFRD Fire Inspector Is and IIs.

Fire Inspector I

  • Inspects new and existing building construction, fire alarm systems, underground fire main piping, sprinkler systems and standpipes, and verifies that water supplies meet code compliance.
  • Ensures fire safety equipment is installed and maintained properly and that firefighting, fire protection, and all other life safety requirements are fulfilled in accordance with the Florida Fire Prevention Code, Florida Administrative Codes, County Ordinance, and all other adopted Standards.
  • Applies technical knowledge in reviewing and approving construction plans, fire protection systems and building designs to ensure compliance with applicable fire protection systems, codes and regulations. Approves and issues permits in compliance with applicable codes, ordinances and laws.
  • Interacts with other federal, state and local law enforcement agencies.
  • Attends and provides technical information and testimony as needed at Appeals Board, Code Enforcement Board and other hearings.
  • Enforces all state fire safety statutes and all fire safety provisions of the Florida Administrative Code and any and all other state rules in accordance with Florida State Statute 633 and Orange County Ordinance. Issues notice of violations to building/occupancy owners, management, occupants or representatives directing them to comply.
  • Utilizes computer software to prepare and update various reports including inspection, Code Enforcement, Appeals Board and Fire Watch reports.
  • Educates citizens, building owners and contractors about fire safety, codes, ordinances and standards, including the reasons for complying.
  • Attends continuing education programs, reads current technical literature, and keeps up to date with departmental procedures, codes, ordinances and standards.
  • Interprets codes, ordinances, and standards. Requests formal interpretation from agencies and subject matter experts such as the National Fire Protection Agency, the State Fire Marshal and the County Attorney.
  • Acts as liaison to the State Fire Marshal for fire investigative purposes and to Command Center for fire code compliance during normal work schedule and/or after-hour calls.
  • Proceeds to fire scene and/or emergency incidents as an inspector and liaison when required.
  • Performs other duties and responsibilities related to fire inspection, fire watch standby and emergency scene activities as assigned.


Fire Inspector II

  • Mentors and provides guidance to Inspector I's in fire inspection practices, and Office of the Fire Marshal (OFM) policies and procedures.
  • Provides guidance and training to fire inspector I's and operations personnel in the application of fire prevention practices, fire protection systems and the elimination of potential fire hazards.
  • Provides technical guidance to staff and participates in field inspections and re-inspections of existing buildings and new construction projects.
  • Enforces all state fire safety statutes and fire safety provisions of the Florida Administrative Code and all other state rules in accordance with Florida State Statute 633 and Orange County Ordinance.
  • Issues notice of violations directing compliance to building owners, management, occupants or representatives.
  • Researches applicable state statutes and county ordinances to ensure departmental enforcement of codes and standards.
  • Maintains and prepares reports and performs duties related to fire inspections, fire code enforcement, and plans review and life and safety education.
  • Interacts with other federal, state and local law enforcement and enforcement agencies.
  • Attends and provides technical information and testimony as needed at Appeals Board, Code Enforcement Board and other judicial hearings as requested.
  • Proceeds to emergency scenes when required to investigate incidents and/or function as a liaison to the State Fire Marshal and/or Incident Commander.
  • Conducts regulatory inspections and oversight of hazardous processes and activities such as aerial fireworks, pyrotechnics, flame effects, and explosives.
  • Performs other related duties as required and carries out specific projects as specified defined by senior management of the Office of the Fire Marshal.


Fire Inspector III

  • Mentors both Fire Inspector I and II classifications in conducting inspections and performing code research.
  • As a senior inspector, instructs and provides training to fire inspectors and operations personnel in the application of fire protection systems and the elimination of potential fire hazards.
  • Provides technical guidance to staff and participates in field inspections and re-inspections of existing and new buildings and construction.
  • Participates in commissioning of new construction projects as related to Fire Protection and Life Safety.
  • Enforces the Florida Fire Prevention Code, Florida fire safety statutes, fire safety provisions of the Florida Administrative Code and all other state rules in accordance with Florida State Statute 633 and applicable Orange County Ordinances.
  • Issues notice of violations to achieve code compliance from building owners, managers, and occupants.
  • Researches applicable fire and life safety codes, state statutes and county ordinances to ensure departmental enforcement of appropriate regulations.
  • Establishes schedules for inspections, public education programs and related fire prevention functions.
  • Maintains and prepares reports and performs duties related to fire inspections, fire code enforcement, plan reviews and life safety education.
  • Interacts with other federal, state and local law enforcement and enforcement agencies.
  • Attends and provides technical information and testimony as needed at the Fire and Life Safety Code Board of Appeals and Adjustments, Code Enforcement Board and other judicial hearings.
  • Proceeds to emergency scenes when required to function as a liaison to the State Fire Marshal and/or Incident Commander
  • Conducts regulatory inspections and oversight of hazardous processes and activities such as aerial fireworks, pyrotechnics, flame effects, and explosives.
  • Performs other related duties as required and carries out specific projects as defined by management of the Office of the Fire Marshal
