Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. OR Experience Specialized Experience (for positions above GS-5): Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations. ZA-1160-II (Investment Analyst GS-9/11 equivalent): In addition to the basic requirements, applicants must also have 1 year (52 weeks) of specialized experience equivalent to the GS-7 (ZA-I at NIST) level. Specialized Experience is defined as: - Assisting with commercial financial analysis using spreadsheets, financial statements, and market research tools - Reviewing financial and commercial terms of commercial proposals - Drafting written assessments and briefing materials on commercial proposals OR Master's or equivalent graduate degree. OR 2 full years of progressively higher level graduate education leading to such a degree. OR LL.B. or J.D., if related. OR A combination of graduate education and specialized experience as defined in the additional requirements. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application. The CHIPS Program Office is looking for staff who are excited to work with a new, evolving team that will be responsible for evaluating, structuring, negotiating, and executing grants and loans for applications coming into the CHIPS Program Office. The CHIPS Program Office will establish and manage programs that seek to restore U.S. leadership in semiconductor manufacturing by providing incentives and encouraging investment to expand the domestic manufacturing capacity necessary to produce the most advanced semiconductors needed for applications in AI and high-performance computing, as well as less advanced semiconductors that remain critical components of everything from automobiles to consumer electronics. In addition to major manufacturing investments, these programs will also focus on investments in supply chain, other strategic projects, workforce development programs and community investment. There is also a focus on catalyzing a dynamic new center for innovation and research, laying the groundwork for the creation of next generation industries. Your work in this office will help to revitalize the domestic semiconductor industry, protect American national and economic security, preserve U.S. leadership in the industries of the future, create good-paying jobs, and build strong communities here in the United States.
