Financial Analyst

We currently have multiple opportunities for candidates interested in our Financial Analyst (Budget Analyst 2) opportunity. This role works under the general supervision of the Revenue and Claiming Manager and meets with program offices to help provide information, statistics, regular fiscal interpretation, and accomplishments. The incumbents also perform budgetary and financial functions related to the preparation of the annual budget, re-budgets and reports for Allegheny County DHS.



DHS is the largest agency in Allegheny County government, with a budget of nearly $1 billion. DHS serves over 200,000 people a year through services that include: Protecting children and youth from abuse and neglect and preventing future occurrences of maltreatment; improving child wellness through family support, home visiting, early intervention, and in-home services; providing treatment for behavioral health issues such as substance use disorders and mental illness; managing the care of adults with intellectual disabilities; preventing unnecessary nursing home stays; and services that prevent homelessness and provide shelter and housing for families and individuals.


  1. Job Set Up Forms, Work Structure Breakdown (WBS) and Budget Block.
  2. Prepares Job Set-Up Forms, Work Breakdown Structure (WBD) and Budget Blocks for each funding source associated with the standard final year with half of the previous year’s allocation.
  3. Sends memos to the County Controller’s Office requesting the set-up of job codes within accounting system.
  4. Enters budget future requests into Power Plan.
  5. Budget Reports:
  6. Accumulates information from JDE financials system. Develops budget and year end reports.
  7. Presents reports to the Deputy Director and management staff.
  8. Presents reports as to the current status of funding versus contractual obligations and the projected year end surplus or deficit situation within each funding stream.
  9. JD Edwards System Input:
  10. Completes proper JDE forms and cost codes for expenses.
  11. Completes job close out entries to reconcile JD Edwards to year end funder reports.
  12. Specialist Reports to Funding Agencies:
  13. Completes cost center budget revisions and re-budgets.
  14. Obtains cost center budget information from provider contract


Residency: Must become a resident of Allegheny County within one (1) year of appointment.

Veterans’ Preference: Will be awarded to eligible candidates.
