Description

The field engineer is expected to demonstrate competency in monitoring, gap analysis, and auditing of fugitive volatile organic compound (VOC) and hazardous air pollutant (HAP) emissions in accordance with the Environmental Protection Agency (EPA) standards. The field engineer is responsible for ensuring all equipment changes are accurately added, updated or removed from the Monitoring database in a timely manner. The field engineer will also perform monitoring activities on an as needed basis.

POSITION PURPOSE

  • This position will be responsible to identify completed MOC’s in the field, and record added, deleted & modified inventory within the LDAR/BWON/Regulatory database.
  • When applicable, provide Notification and Leak Reports as required by project site. through site-specific distribution requirements.
  • Depending on customer system, may be required to enter completed work orders into appropriate database.
  • Assist in conducting Quality Assurance/Quality Control (QA/QC) field monitoring and permit audits. Conduct Consent Decree QA/QC data review on field data gathered during the previous day work assignments performed by technicians.
  • Accompany regulatory agency auditors during audits to ensure compliance and initiate corrective actions.
  • The Lead must use appropriate interpersonal styles and communication methods to develop effective partnerships to meet mutual goals and objectives, demonstrating a strong ability to analyze data, evaluate situations and identify problems or opportunities, including likely causes of equipment leaks.

Requirements

REQUIRED KNOWLEDGE AND EXPERIENCE

  • Greater than 5 years related experience and/or education and training; or equivalent combination of education and experience; Basic PC Skills with particular emphasis on MS Office Suite (Word, Excel); Strong experience in chemical plants or refineries preferred
  • Engineering background preferred

Essential Functions And Basic Duties

  • Reporting all incidents, injuries, near misses, motor vehicle or any other unsafe condition or acts to supervisor and the Safety Department regardless of how minor they are.
  • The Lead will demonstrate competency and communicable knowledge of other technologies (OGI/IR/others).
  • The Lead will report directly to the Site Supervisor at an assigned customer site, however, this position will also work closely with management to maintain customer requirements and satisfaction while verifying that the company’s goals and standards are met.
  • Receives and manages all MOC's, ensuring all equipment changes are added, updated or removed from the monitoring database in a timely manner.
  • Using a portable analyzer and electronic data collector, responsible for monitoring components in an accurate and efficient manner.
  • Conduct 40 CFR Subpart QQQ visual inspections, BWON, LDAR, AVO, Method 21 and other inspections as necessary. Conduct re-monitoring inspection of leaks repaired by maintenance personnel as requested.
  • Responsible to demonstrate competency in TVA and basic tablet usage and troubleshooting.
  • May include daily upload of monitoring activity to the customer database and completing or reviewing daily emissions monitoring reports- must have basic computer knowledge.
  • Able to review work of others, identify gaps. Ability to perform LDAR Audits.
  • Support the re-monitoring of components when the test instrument fails calibration Drift Check.
  • Perform other Technician duties as needed.
  • Communicating daily leaks or potential issues with site operations and maintenance personnel.
  • Communicating/coordinating with all levels of plant personnel.
  • Progressive ability to read and understand P&IDs.
  • Performing other duties and responsibilities as assigned.

Ability to analyze data, evaluate situations and identify problems or opportunities, including likely causes. Strong attention to detail and the ability to prioritize work to meet assigned deadlines. Ability to multi-task in a fast-paced environment. Safety-oriented attitude with a true commitment to personal safety as well as the safety of other is a must. Must be willing/able to don respiratory protection equipment for extended periods of time. Must be reliable/dependable with reliable transportation. Must be willing to work extended hours and weekends when necessary. May be required to travel out of town on a periodic basis.
