General Requirements:
Experience in Federal Human Resources (HR) business processes with knowledge and skill in federal staff acquisition, preparation of JOA’s on USAJOBS, understanding of merit promotion, veteran’s preference, and Direct Hire. Provides HR process services and interacts with clients at the supervisory level and/or provides HR advisory services to Federal HR policy and operations specialists. Must have experience with Delegated Examining and Merit Promotion, or Direct Hire under Title 5:
Prepare robust, valid and reliable job analysis and assessment tools as well as clear, concise and accurate vacancy announcements.
Prepare and post JOA’s on usajobs via Career Connector.
Host/Participate weekly meetings with ARC staff to discuss current status of vacancy announcements and incoming vacancy announcement requests.
Track vacancy announcement components.
Perform Qualifications Analysis On Applicants.
Perform eligibility analysis on applicants.
Prepare selection certificates.
Apply veterans’ preference to lists of eligibles.
Assist in developing specialized experience and assessment questions for an automated staffing system.
Prepare job offer letters and coordinate entry on duty.

8 years federal position classification and/or staffing acquisition experience
Skill in collaborating with federal managers and executives to help them navigate the federal hiring process
Experience providing expert level staffing guidance and operational services for the competitive job posting process
Expert level experience developing job analysis and assessment documents to support the hiring process
Expert level experience determining the qualifications and eligibility of applicants
Command of Title 5 federal staffing pay and classification regulations
Must currently be delegated examining certified
Must have experience with Monster Government Solutions hiring system or CareerConnector
Current favorably adjudicated Moderate Risk background investigation (MBI)
DEU Certification preferred.
