Primary Objective

To lead, manage, and direct the Facilities Maintenance Section of the City’s Public Works Department, including planning and budgeting, and overseeing operations and personnel. The position requires regular contact with internal customers from the City’s ten departments, the City’s purchasing agent, and vendors.

The condition of the City’s facilities impacts every department and supports all departments’ delivery of services to the community. The Facilities Manager position will primarily focus on managing the City’s facilities program by making management decisions that are based on a long-term asset management strategy and close collaboration with end users.

The City of Bloomington has approximately 800,000 SF of buildings in its portfolio and includes Civic Plaza, 7 Public Works Buildings, 6 Fire Stations, Ice Arena, 2 Golf Course Club Houses and Maintenance Buildings, 39 Park Buildings and various other facilities.

Examples of Duties

  • Ensure the reliability, safety, and proper maintenance of the City’s facilities, within allocated financial resources
  • Develop relationships with internal users to understand needs and maintain open communications
  • Keep users informed of the status of ongoing work
  • Oversee goal setting and objectives for staff, monitor performance, and hold staff accountable; provide timely feedback, coaching, and mentoring to staff; encourage employee growth and development and ensure staff have adequate resources and up-to-date training/certification
  • Develop, implement, and monitor annual work plan, with input from Facility Maintenance staff and internal customers
  • Determine and implement standard operating procedures that reflect industry best practices for managing inventory, repairs, and maintenance; make outsourcing determinations based on current available resources, time, and budget limitations
  • Ensure effective planning, scheduling, and communication to meet service needs, minimize repair time, and increase the cost-effectiveness of the City’s facility program
  • Administers procurement and fiscal management activities associated with maintenance activities, which may include developing RFPs and contracts for custodial and maintenance related work to acquire trades and professional assistance; monitoring spending on project and cost account basis; recommending and implementing corrective spending plans; reviewing and authorizing purchase orders; administering contracts; obtaining price quotes and bids; purchasing and approving supervisor purchases; ensuring compliance with public purchasing rules; and/or performing other related activities
  • Develop and manage baseline performance metrics and standards. Manage computerized recordkeeping system to provide accurate labor and cost collection for accountability, tracking, and to meet budget expectations
  • Oversees the troubleshooting and response to after-hour issues as needed regarding the operational aspects of the facilities such as HVAC issues, fire alarm malfunctions, electrical outages, water leaks, etc.
  • Develop and recommend annual operating and capital budgets for facilities in collaboration with Maintenance Division senior staff, Finance Department, and facility users
  • Monitors the safety and accessibility of facilities; serves as the point of contact for code (e.g., ADA, Fire Life Safety) compliance issues, accessibility improvement projects, and/or other code related issues such as Arc Flash
  • Updates and maintains list of facilities equipment, including lifecycle and replacement cost estimates
  • Monitors and oversees the work of external contractors to ensure that terms of agreements are met and that the work is completed satisfactorily
  • Participates in the development and administration building maintenance budget, coordinates the allocation of resources following budget approval, and recommends approval of expenditures.
  • Participate as an active and cooperative member of various division, department, and City teams and work groups
  • Research and evaluate new technology, tools, procedures, and equipment, and implement procedures to maintain and improve the effectiveness of the facilities program
  • Keep supervisor promptly informed of important developments within the Facilities Maintenance Section
  • Perform other related duties as apparent or assigned
  • Prepare and manage the facilities portion of the City’s CIP to minimize life cycle costs and to best meet the functional needs of users
  • Oversee operation and maintenance of the City Cemetery
  • Stay abreast of industry and technological development that can improve operations, reduce cost and improve environmental sustainability

Knowledge, Skills & Abilities Required

  • Knowledge of facilities maintenance and custodial principles practices
  • Knowledge of contract management principles and practices
  • Knowledge of the principles and practices of preventative maintenance; maintain data and components for facilities such as scheduled maintenance planning and facilities condition assessment programs
  • Ability to develop and maintain effective working relations with employees, City officials, contractors, and the general public
  • Must be skilled in supervising subordinate staff; reading and interpreting construction plans, specifications, drawings, maps, and/or other related technical documents; data-driven reporting and planning for budgeting; developing, recommending, implementing, and monitoring policies, procedures, and workflow; utilizing computer technology for communication and gathering and reporting data
  • Must be able to manage complex, multi-discipline projects involving multiple locations; interpret and apply applicable laws, rules, and regulations
  • Must be able to coordinate activities with other internal divisions, other City departments, and/or external agencies; and prepare a variety of reports related to operational activities, including statistical analysis
  • Ability to communicate effectively verbally and in writing
  • Ability to work various shifts and meet on call requirements as necessary
  • Ability to ensure scheduled work is completed promptly and properly in accordance with priorities and time limits
  • Ability to ensure records are maintained accurately, completely, and in a timely manner
  • Ability to ensure that effective coordination is maintained in the use of manpower, equipment, and materials on projects or jobs
  • Ability to provide sound recommendations to the Maintenance Superintendent, which will improve the Facilities program

Minimum/Desirable Qualifications

MINIMUM QUALIFICATIONS

  • Associate degree OR two-year technical certificate in Facilities Management, Construction Management, or other related field
  • Six years of progressively responsible facilities experience which includes at least four years of management, supervisory, or lead experience (a Bachelor’s Degree in public or business administration, with emphasis in facility accounting or operations management or related field may replace two years of experience)
  • Ability to communicate effectively orally and in writing
  • Working knowledge of facilities asset management software systems and Microsoft Office Suite
  • Knowledge of applicable local, state, and federal funding sources, policies, laws, and directives related to facilities management

Desirable Qualifications

  • B.A. or B.S. degree in Business, Public Administration, Project or Construction Management or related field
  • Experience with Local, County, or State Government Facilities Management
  • Industry-recognized certifications or credentials, such as Certified Facility Manager, Facility Management Professional, ProFM, or Facilities Management Administrator

Supervision Of Others

This position directly supervises Facilities Maintenance Supervisor and indirectly supervises Facilities Maintenance personnel; possibility of supervising additional staff during emergency operations; supervision of seasonal staff.

Anticipated Hiring Range: $10 3 , 544 – $113,145 Annually

2024 Full Salary Range: $103,544 – $138,041 Annually
