We are currently seeking an Executive Vice President & Chief Information Officer to join our team at our Washington, DC. office location.

Summary: The CIO is part of the senior management team and provides vision and leadership in the strategy, development, and implementation of ICBA’s information technology. The position is responsible for enterprise-wide IT operations as well as planning and implementing information systems to support the association’s mission and the various business models that exist within each supporting subsidiary. The CIO develops and implements long and short-term strategies for information technology investment and use.

In addition to being a technology leader, the CIO serves as a key partner to staff across the enterprise and helps bridge the gap between technology solutions and business needs, provides guidance on data architecture and structure, and champions a culture of top-notch customer service and efficiency. Collaborates with other C-level executives to develop and execute the organization's overall strategy, serving as a strategic partner in driving business success.

Note: The term “ICBA” refers to ICBA and all subsidiary and affiliated entities. Excludes direct oversight for TCM Bank, although this role collaborates with the TCM CIO on overall enterprise-wide strategy, alignment, and support as necessary.

Primary Duties & Responsibilities

  • Oversees and guides the development of an integrated technology strategy across multiple ICBA office locations, enterprise architecture, and multi-year roadmap that aligns technology with business goals and promotes organizational agility and efficiency. Ensures the scalability and reliability of the organization’s technology infrastructure, planning for future growth and ensuring that systems can handle increased demand.
  • Effectively communicates technology decisions, progress, and challenges to key stakeholders, including executive leaders, managers, and external partners. Serves as a bridge between the technology function and other business units, ensuring alignment and transparency.
  • Develops, implements, and maintains effective policies and procedures for information technology, ensuring that access, security, and usage are in accordance with all ICBA policies, and applicable federal and state laws.
  • Develops, implements, and monitors a comprehensive enterprise information security and data risk management and governance plan to protect information and technology assets owned, controlled, or processed by ICBA.
  • Works closely with the Chief Administrative Officer to design, implement, monitor, and test an enterprise-wide disaster recovery, business continuity, and enterprise risk management plan.
  • Leads the integration and enhancement of all ICBA and subsidiary databases and provides guidance to ensure accurate and consistent data interpretation, analysis, and reporting. Develops data governance processes to support and enhance data accuracy, security, and availability.
  • Develops PMO vision and strategy in alignment with ICBA strategic goals and objectives. Drives promotion, communication, and collaboration to enhance the positioning of the PMO as a positively impacting resource for ICBA. Ensures the PMO and project management activities deliver value to the project, the project owner/business unit and ICBA.
  • Oversees support services and implements best practices for tracking, monitoring, and resolving issues. Guides the delivery of a seamless support experience from IT which is striving for the quickest and most complete issue resolution to those issues.
  • Provides leadership and mentorship to IT team, fostering a culture of innovation, collaboration, and top-notch customer service. Focuses on building an IT team that seeks to “know and understand the business” of each team and area that requests the support and services of the IT team.
  • Oversees ICBA’s audio visual strategy, ensuring that solutions, software, and equipment, meet high standards for ease of use, reliability, and connectivity for all ICBA locations.
  • Manages IT budgets and ensures cost-effectiveness, identifying opportunities for cost savings and making informed decisions about technology investments. Develops longer range investment plans and technology roadmaps supporting the strategies of the organization, forecasting significant investments, and guarding against the obsolescence of ICBA technology resources.
  • Promotes digital transformation and innovation across the organization, identifying opportunities for automation, process improvement, and the adoption of new technologies.
  • Other duties as assigned.

Qualifications

  • Excellent communicator, superb listener, with ability to build relationships, community, and influence.
  • Strong organizational, time management and project management skills.
  • Knowledge, understanding and experience with current and developing information technology trends and requirements for a complex organization.
  • Experience with strategic planning, developing budgets, governance structures, and process transformation within a large organization setting.
  • Knowledge of financial/business analysis techniques, including experience analyzing costs, business cases, and risks associated with the selection and implementation of enterprise solutions.
  • Experience managing remote teams with ability to motivate, inspire staff and positively influence change.
  • Ability to attract, recruit, develop, and retain a high-performing and diverse staff.
  • Demonstrated passion for the importance of details with a commitment to execution and follow-through.
  • High level of integrity, discretion, and confidentiality and maturity.

Education And/or Experience

  • Bachelor's degree in technology related field required. Master’s or advanced degree preferred. Exceptions considered for skill set and relevant work experience.
  • At least 10 years in managing large enterprise infrastructure, architecture, application, and related teams. Progressive leadership experience in enterprise-scale technology leadership is required.
  • Experience working with nonprofit associations and/or banking and financial institutions is preferred.
