Environmental Compliance Consultant (Open Call for CVs)

Environment and Social Safeguarding (ES3) is a global USAID mission support mechanism providing technical assistance for environmental and social safeguards implementation and for related environmental and social requirements over the USAID program cycle. ES3 services are available to any operating unit on a buy-in basis. ES3 is implemented by The Cadmus Group LLC (Cadmus) as prime contractor and its subcontractors, including major subcontractor Environmental Incentives.

OPPORTUNITY

Environmental Incentives seeks to contract several junior, mid-level, senior, and expert consultants (Bachelor's and/or Master's; 3-20+ years of experience) to support USAID's Environment and Social Safeguarding project. This includes providing technical expertise of environmental regulations such CFR Regulation 216, preparing Environmental Monitoring and Mitigation Plans (EMMPs), Pesticide Evaluation Report and Safe Use Action Plans (PERSUAPs), and climate risk management analyses, among others.

The consultant will conduct technical reviews and editing of Reg. 216 documents, Initial Environmental Examinations (IEEs), Scoping Statements, and Environmental Assessments (EAs). Additionally, the consultant will provide recommendations on including climate considerations in project design documents and provide technical support to USAID and Mission staff.

Environmental Compliance consultants will be contracted based on work assignments from USAID. This is a remote assignment. The expected level of effort can range from 5 –10 hours a week and can fluctuate depending on USAID demand.

RESPONSIBILITIES

Provide Expert Technical Expertise

  • Conduct technical reviews and editing of the following, but not limited to:
  • Reg. 216 documents—including but not limited to IEEs, EAs, and/or amendments to same;
  • Pesticide Evaluation Report and Safe Use Action Plans (PERSUAPs), amendments, and initial consultations and/or support for development of new mission-wide PERSUAPs. (Note: actual PERSUAP development would be undertaken as a separate ES3 activity.)
  • Other documentation or analyses satisfying environmental requirements over the program cycle; e.g., climate risk screening documentation, FAA 118/119 Tropical Forest and Biodiversity Assessments.
  • Provide technical assistance to USAID staff and partners developing and strengthening Reg. 216, CRM, or subsidiary documentation, including:
  • Providing recommendations on including climate considerations in project design documents;
  • Supporting the development of activity descriptions and other applicable solicitation documents to include CRM; and
  • Assisting the inclusion of CRM into Monitoring, Evaluation, and Learning (MEL) processes (e.g., MEL plans), as needed, to ensure climate risks are adaptively managed and that learning is captured and shared
  • Develop Reg. 216, CRM, and subsidiary documents (e.g., EMMPs, SERFs, ERCs):
  • Conduct Multilateral Development Bank (MDB) Project Reviews. ES3 may conduct short-format (~1 person- day) sustainability reviews of MDB projects as requested by the USAID AM or designee.
  • Develop Training and Guidance; Materials Translation and/or Reproduction.

As requested, the consultant will support ES3 to:

  • Develop environmental compliance/ESDM training materials, resources, and guidance;
  • Deliver environmental compliance/ESDM training to Bureau, Mission staff and/or implementing partners;
  • Translate, reproduce and/or print environmental compliance/management documentation, and/or environmental compliance/ESDM training and guidance materials. ES3 will procure resource and reference materials as needed; and
  • Provide one-to-one training and capacity building on selected topics to BEU or additional Bureau staff, as directed.

QUALIFICATIONS

Minimum Qualifications

  • Bachelor's or Master's in relevant subjects such as Environmental Science, Environmental Engineering, Engineering, Conservation Science or other related fields.
  • 3-20 years of experience for a variety of junior, mid-level, and senior roles.
  • Experience developing Environmental Monitoring and Mitigation Plans (EMMP) and Initial Environmental Examinations (IEE).
  • Experience reviewing and amending Pesticide Evaluation Report and Safe Use Action Plans.
  • Experience verifying Reg.216 compliance.

Preferred Qualifications

  • Experience with USAID environmental compliance requirements, Reg. 216.
  • Experience providing recommendations of climate considerations in project design documents.

Knowledge, Skills, and Abilities

  • Clarity of thought and effective communication (verbal, written, visual) in English required.
  • Demonstrated communication and coordination techniques that are appropriate to the nature, complexity, and scope of the issue at hand.
  • Proven interpersonal and teamwork skills in a fast-paced multicultural setting as well as the ability to engage effectively and diplomatically in multi-cultural and politically complex environments.
  • Ability to attend conference calls and virtual meetings with international clients outside of regular business hours.
  • Proficiency with MS Office suite and Google Applications.

ADDITIONAL REQUIREMENTS

  • Legally authorized to work in the United States with no restrictions.
  • Eligible for USAID facility clearance.

BASE STATION

The position will be fully remote within the United States.
