SUMMARY OF POSITION

This position provides technical assistance to the Director of Public Works for the City's public improvement and infrastructure mapping projects.

WORK SCHEDULE

7:00 am – 3:30 pm Monday – Friday

Duties And Responsibilities

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  • Provides infrastructure project design plans and specifications and contract administration.
  • Responsible for Computer Aided Drafting (CAD), mapping of parcels and zoning boundaries and City street and utility infrastructure where required.
  • Performs construction inspection, which increases to daily in the summer months.
  • Inspects condition of pavement, traffic signs and striping, sidewalks, curbs and gutters, and various transportation and stormwater infrastructure for deterioration, damage, obstructions, and hazardous conditions; identifies, investigates, resolves, and responds to issues and concerns from customers or related to safety issues.
  • Compiles and maintains prioritized list of streets in need of repairs prior to seal coat, overlay, or other preventative maintenance; ensures the uninterrupted flow of field data into the maintenance management program for development of work planning and evaluation; reports to Manager.
  • Inspects work to ensure quality maintenance programming and construction standards are met. Enforces compliance with all operational and safety policies and procedures.
  • Conducts onsite inspections to verify compliance to approved drawings and applicable codes, ordinances and construction standards.
  • Conducts onsite meetings with the contractor and owner during construction to discuss violations found during inspections.
  • Explains code references as requested and provides public assistance. Provides information to the public. Regarding public works construction projects.
  • Will assist with construction supervision as needed.
  • Develops, maintains and updates electronic and paper records of inspections and plan reviews.
  • Maintains and supports the City GIS Systems.
  • Reviews and/or provides City GIS data as requested by the other organizations and outside agencies.
  • Coordinates data sharing with City and appropriate departments.
  • Produces cartographic exhibits, graphic plans, reports, and other documents as needed.
  • Organizes and maintains mapping and archival records and data files.
  • Assists with maintenance of GIS hardware and provides technical assistance and training to other GIS end-users.
  • Assists the Director in the development of agreements between the City and developers related to infrastructure projects; liaisons with associated parties.
  • Provides customer service to internal and external customers; addresses and resolves customer questions as able and refers complex inquiries, requests, or complaints to appropriate staff.
  • Maintains electronic, paper filing, and record systems to provide easy access to records and information; provides retention of records as required by Department and City policies.
  • Provides assistance and support to other team members as needed.
  • Other duties as assigned.

Qualifications

MINIMUM REQUIRED QUALIFICATIONS

  • Associate’s degree from an accredited college in Civil Engineering or a related field or equivalent with five (5) years of progressively responsible experience in public works construction.
  • Must possess a valid driver’s license.
  • Proficient experience in AutoCAD, Arcview/ArcGIS and surveying techniques; with Total Station, Level and GPS equipment.

  • This work involves occasional lifting of up to 50 pounds within a limited range for access to storage boxes; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling, climbing stairs and ladders and reaching with hands and arms.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work may involve mobility over rough or difficult terrain. Work is performed daily both in and outdoors under all weather conditions and includes exposure to inclement weather, noise, vibrations, airborne materials, and active construction sites.
  • Work may also be performed above or below ground, to include heights over 10 feet, as well as underground crawl spaces.
  • Work is generally in a moderately noisy office setting and in the field.
