Summary

The City of Bend is actively recruiting regular full-time Engineering Associates in the Private Development Engineering Division of the Community and Economic Development Department. This position is FLSA exempt (not overtime eligible) and non-represented.

This recruitment will be used to determine an eligibility list for potential future Engineering Associate positions in the Private Development Engineering Division. The eligibility list will be used for no more than six months (May 17, 2024 - November 17, 2024). The eligibility list may be canceled at any time at the discretion of the City.

Position Overview

Under direct supervision of a licensed Civil Engineer (PE), performs or assists in the technical and engineering work related to the review, design, inspection, investigation, maintenance and construction of City infrastructure, transportation, and municipal projects. This is an entry-level classification in the professional engineering series.

Distinguishing Characteristics

Distinguishes from an Engineering Tech III where the education requirements are a Associate’s Degree in engineering or a closely related field whereas, the Engineering Associates educational requirements includes a Bachelor’s degree (B.A./B.S.) from a four-year college or university in Civil Engineering or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description, and an Engineer-In-Training Certificate is required.

Distinguishes from a Project Engineer who holds a professional engineers license (PE) whereas the Associate Engineer has an EIT (Engineer in Training Certification) and performs engineering task under the direct supervision of a licensed engineer.

Distinguish from Senior Project Engineer: Senior Project Engineer have a higher levels of impactful action, budget authority, decision making authority, and degree of independence than Engineering Associate.

Complexity of Work

Complexity: Work focuses on varied situations that require analysis or interpretation and application of technical skills and expertise. Requires understanding interrelated processes.

Degree of Independence: Follows standard practices with supervision, but must be monitored when carrying out any deviations; progress is regularly monitored and all outcomes are reviewed.

Decision Making Authority: Regular exercise of independent judgment within accepted practices and in accordance with established policies and procedures. Makes recommendations that affect policies, procedures, and practices. Refers decisions involving exceptions to accepted practices to supervisor.

Budget Authority: Makes recommendations on budgetary decisions. May have authority to approve some expense items. May make recommendations on expenses and/or revenue-generating activities.

Impactful Actions

Makes or recommends decisions that have a significant impact on general business operations or finances to a significant degree.

Duties And Responsibilities

The individual in this position is expected to engage in the following work-related activities.

  • Assists in or may prepare and review engineering plans, specifications, reports and studies. May coordinate with consultants to ensure compatibility with standards, specifications and policies.
  • Assists in or may prepare accurate cost estimates, cost benefit analyses, material lists, and project schedules.
  • Analyzes work papers, reports, special projects; interprets technical and numerical information; observes/solves problems involving operational situations and technical policies and procedures.
  • May assist in the design and support of small-scale traffic and capital improvement projects.
  • Uses AutoCAD, Teams, Word, Excel or other software in the support of various projects and programs, providing data and analysis to others within or outside the City.
  • May conduct field inspections, site visits and plan review support for various projects within the Public Works Department.
  • May transport, set up and use equipment and tools that may be bulky and heavy to perform field work.
  • Develops, maintains and utilizes data stored either electronically or in paper format, stored in physical file boxes weighing up to 20 pounds.
  • Analyzes issues associated with the water, sewer, stormwater and transportation systems using computer models and geographic information systems.
  • Works with other City staff to plan project completions, resolve schedule conflicts, establish priorities, and coordinate work outside of the department.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.
  • Other related duties as assigned.

Supervisory Responsibility

This position is a non-management position and does not encompass supervisory responsibility.

  • Acquires working knowledge of civil engineering methods and practices for engineering planning studies, designs, plans, specifications, estimates, and reports as applied to civil engineering, construction and traffic studies.
  • Acquires working knowledge of project management principles and applying technical engineering principles and practices.
  • Acquires a working knowledge of technical drafting principles, and interpreting and utilizing engineering plans, maps and specifications.
  • Acquires working knowledge of contract administration and maintenance principles and practices; being aware of applicable Federal, State, and local laws, rules, regulations, and codes.
  • Acquires working knowledge of fundamental elements and best practices for preparing project and/or program cost benefit analyses.
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisors, sufficient to exchange or convey information to provide and receive work direction.
  • Compile, analyze and interpret statistical data, hydraulic models and other technical documentation.
  • Manage a high volume of tasks at one time, including organizing, following-up, and prioritizing own work.
  • Demonstrate a high attention to detail.
  • Maintain working knowledge of software programs and common office equipment.

  • Remain in a stationary position (sitting or standing) for extended periods of time, occasionally stand, walk, stoop or kneel for extended periods of time.
  • Exert up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
  • Maintain sustained concentration on computer screens and use keyboards and a variety of peripherals.
  • Work is generally performed in an office setting with travel required to off-site locations to include field locations and construction sites, working near moving mechanical parts and in high, precarious places and involves occasional exposure to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration.
  • Work environment noise level is quiet to moderate. Field work environment frequently involves machinery and construction noise.
  • Ability to occasionally travel locally and regionally.

Education, Experience, Certifications and/or Licenses

The Following Are The Minimum Qualifications For This Position.

  • Bachelor’s degree (B.A./B.S.) from a four-year college or university in Civil Engineering or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • Certification as an Engineer-In-Training required, or acquire within six months of appointment.
  • Current and valid Oregon driver's license per City policies outlined in the Employee Handbook.
