Emergency Management/Response Specialist 1 or 2, Explosives Operations

What You Will Do

This position will be filled at either the Emergency Management/Response Specialist 1 or 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Emergency Management/Response Specialist 1 ($69,500- $110,300)

Reporting to the Emergency Management Response Group Leader at the Los Alamos National Laboratory (LANL), the Emergency Response Group's (EM-RESP) primary mission is to support emergency response activities related to chemical spills or releases, radiation/contamination incidents, and other incidents of concern. When EM-RESP personnel are not performing emergency response operations, they are participating in preparedness and training activities including but not limited to; capability development, training, exercises, procedure development and equipment maintenance. The Emergency Response Group is also called upon to support national and international emergency response programs involving nuclear, radiological, and biological incidents.

As a member of the Explosives Operations section within the Emergency Response Group you will work with a close-knit team where you will be a front-line responder and serve a vital role in the support of our explosives operations and hazards mitigation capabilities, and in matters of explosive and energetic materials in emergency response scenarios. You will not only integrate with and support the Group, but also Emergency Managers, National Asset Nuclear Response Teams and other LANL Staff to:

  • Identify and investigate a broad range of explosive hazards and issues.
  • Provide support for scenarios involving to various hazardous materials, evaluation of hazardous environments, and potential mitigation strategies to emergency response personnel in dynamic and fast-paced settings.
  • Assists in responding to incidents and emergencies related to nuclear and high-hazard spills and/or reactions and/or explosives.
  • Assist in the coordination, maintenance and conduct of EM-RESP training facilities.

Emergency Management/Response Specialist 2 ($83,900- $136,600)

In addition to what was outlined at the lower level, at this level:

  • Conduct explosive operations related to training events as well as emergency response operations.
  • Provide/present training courses to personnel internal to LANL as well as external customers.
  • Become a LANL HE Handler and Firing Site Leader within 1 year of accepting the position.

What You Need

Minimum Job Requirements:

Emergency Management/Response Specialist 1

  • Basic analytical skills with the ability to identify and resolve routine problems and assist in making recommendations to management regarding explosive/energetic material issues.
  • Basic knowledge of conducting emergency response operations specifically involving explosives and/or other energetic materials.
  • Experience in the preparation and presentation of oral and written reports.

Additional Job Requirements for Emergency Management/Response Specialist 2:

In addition to the requirements outlined above, qualification at the higher level requires:

  • Demonstrated experience with assessment of hazards, and developing plans and controls to mitigate those hazards, as they pertain to; fire, explosives, chemical, radiological, security and/or natural disaster situations.
  • Experience in the preparation and presentation of training events that pertain to principles of explosive hazards and operations.
  • Working knowledge and demonstrated experience in the principles, use, and maintenance of explosive tools, robotic platforms.
  • Demonstrated experience conducting explosive operations and knowledge of the processes needed to safely conduct operations.

Training/Certifications:

Education/Experience for Emergency Management/Response Specialist 1:

Position requires a high school diploma and 2 years related experience, or an equivalent combination of education and experience directly related to the occupation.

Education/Experience for Emergency Management/Response Specialist 2 :

Position requires a Bachelor's Degree and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. Additionally, a Specialist 2 candidate must have completed NAVSCHOLEOD, Hazardous Devices School, LANL HE Handler/Firing Site Leader or have extensive experience conducting explosive operations.

Desired Qualifications:

  • Experience with the use and maintenance of various types of PPE and respiratory protection.
  • Formal training in ICS, NIMS, and hazardous materials highly desirable.
  • Knowledge of potential hazards and proper procedures involved in emergency response to fire, explosions, chemical, radiological, security and/or natural disaster situations.
  • Documented experience in the development and implementation of hazard assessments and safety plans.
  • Certification as a Hazmat Technician pursuant to 29 CFR 1910.120, desirable.

  • This is an on-site position, due to the nature of the EM-RESP mission.
  • The candidate must be willing to work on-call as required. Time requirement for on-site response while on call is 60 minutes.
  • You must be able to pass an annual medical/physical exam, as required for working in anti-contamination clothing.
  • Ability to obtain and maintain a valid driver's license.
  • While the posted salary range for this position is broad, it is highly unusual for selected applicants to be hired at the top end of the range and more common for selected candidates to grow into the full salary band over time

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
