SUMMARY & OPPORTUNITY


Reporting to Vice President, Government and Regulatory Affairs - North America, this position is responsible for managing highly skilled regulatory affairs teams focused on internal compliance while supporting regulatory strategy and risk mitigation for Livingston and our clients.


You will have the opportunity to significantly impact change within the organization via amplified lobbying initiatives to rally support from industry associations, advocacy groups and grassroots networks resulting in a high level of exposure within the US government.


RESPONSIBILITIES


  • Work closely with Livingston’s brokerage operations to ensure compliance with US laws, legislation, policy, and directives pertaining to Customs and Border Protection, Department of Homeland Security, Department of Commerce, and other Participating Government Agencies to minimize risk to the organization.
  • Shape legislative policies through advocacy and proactive lobbying efforts by representing the interests of Livingston; influence decision-makers to successfully shape the direction of policy development.
  • Lead and promote internal cross - functional team collaboration to address process improvements.
  • Monitor proposed changes in global import and export control law and regulations; assess impact on existing products and services.
  • Manage provisions of broker regulations (19 CFR 111) to ensure requirements are met.
  • Provide framework for regulatory organizational compliance via our Compliance Manual, directives, policy, and service center audits; develop new policies and procedures as required.
  • Build relationships with government agencies to promote Livingston’s thought leadership; create and promote collaborative environment to facilitate exchange of information.
  • Continuously mentor and develop highly skilled team members; create and inspire teams towards a shared vision to increase engagement and goal achievement.
  • Participate in industry associations, committees, etc., to promote and represent Livingston’s core interests.
  • Work with Vice President, Government and Regulatory Affairs to develop regulatory strategy to ensure Livingston’s readiness within the sphere for Global Trade.
  • Counsel and advise management on status of global Regulatory Affairs strategies, tactics, procedures, and best practices.
  • Remain consistently educated on current Federal Maritime Commission [FMC] regulations, statutes, and available documents critical to ensure effective operations.
  • Anticipate global regulatory changes and proactively strategize with senior management to address complex issues, provide guidance and innovative solutions pertaining to regulatory environment and intelligence.
  • Ensure a high-performance culture that emphasizes employee engagement, innovation, and alignment to a defined purpose.
  • Perform related duties assigned by corporate leaders to support department initiatives as needed.


REQUIRED SKILLS

  • 7 - 10 years related global trade experience [global organization or law firm with global trade industry concentration].
  • Ocean supply chain / freight forwarding industry experience with expertise in Federal Maritime Commission [FMC] regulations and statutes.
  • Demonstrated knowledge of customs, international trade regulations, HTS, brokerage systems and service offerings in a corporate environment.
  • Knowledge of Capitol Hill and legislative process strongly preferred; ability to develop and implement strategies to influence legislation and policy at the local, state and federal level.
  • Lead team, promote company vision, establish direction, and motivate associates; create atmosphere of trust, leverage diverse views, encourage improvement and innovation.


EDUCATION

  • Bachelor’s Degree
  • Preferred: Juris Doctor Degree. U.S. Broker License or Certified Customs Specialist


COMPENSATION | TRAVEL

  • Base Salary: (DOE) + Management Incentive Plan
  • 15 – 20% travel required: Toronto, Canada, Washington D.C., US-based Livingston branch locations
