Director of Preconstruction

RSP Group has been retained by a leading top ENR ranked GC based in the Bay Area to find a Director of Preconstruction. Candidate MUST have healthcare experience.


In this role, you will support the entire organization, including operating groups, project management, estimating, and support staff. To ensure standard processes and deliverables across the company, you will collaborate closely with the corporate leader of Estimating & Preconstruction. This position requires providing leadership in preconstruction and estimating, grounded in Lean principles to support a collaborative and integrated project delivery approach. Your responsibilities will include overseeing the preparation, planning, and evaluation of estimates to achieve planned profit margins and engaging in the Target Value Design process. You will also manage both internal and external estimating resources.


Key Responsibilities:

  • Oversee or lead projects from the initial estimate to subcontract formalization. Support all estimating functions for projects, including establishing reporting formats, assigning areas of estimating responsibility, compiling estimates, and providing oversight. For large projects, you may handle the full spectrum of estimating duties.
  • Lead the design-to-budget approach in preconstruction. Collaborate with design and project management teams to find alternative solutions to budget challenges, analyze maintenance costs and life cycle costs to provide valuable solutions to clients.
  • Present or participate in project estimates and budgets to project owners and other partners.
  • Assist in developing and implementing estimating and cost modeling with designers, architects, and engineers using a model-based process for projects designed from a model.
  • Provide alternative means and methods during the target value design process.
  • Manage the procurement and buyout of projects and associated processes. Turn over projects to leaders and ensure subcontractors are prequalified before bidding and contracting.
  • Review proposal specifications and drawings, and attend pre-bid meetings to determine the scope of work and required contents of the estimate.
  • Oversee the bidding process, including bid solicitation and documents, bidders’ instructions and communications, proposal evaluations, bid tally sheet preparation, and bid analysis.
  • Oversee the preparation of studies for proposed materials and method solutions, generate recommendations, and cost estimates as required.
  • Collaborate with project teams to ensure all pre-construction requirements are met for individual projects.
  • Assist in project planning before construction begins, and coordinate the handoff of projects from preconstruction to operational teams.
  • Assess subcontractor bids and proposals to ensure appropriate evaluation of scope to mitigate risks associated with estimating costs.
  • Assist project and financial managers in the continuous assessment of project risks related to overall project cost. This includes reviewing monthly trade partner cost reports and labor reports and identifying variances from the original estimate.
  • Consult and provide leadership on scope changes when teams need assistance.
  • Develop and maintain professional relationships and uphold the highest ethical standards with clients and other customers. Communicate openly and honestly while maintaining the company's confidential and proprietary information. Seek input and feedback from both external and internal customers.
  • Perform comparisons of scope, quantities, and cost data between projects.
  • Support new market evaluation efforts.
  • Implement and promote lean practices on projects.
  • Lead and ensure front-end management of input into the company’s Strategic Project Qualifications (SPQ) Program.
  • Coach, train, develop, and mentor direct reports and other preconstruction staff.



What We Expect From You:

  • A four-year degree in architecture, engineering, construction management, or a related field.
  • A minimum of 10 years of construction experience working as an estimator and/or preconstruction professional, with knowledge of estimating processes, material and building system costs, labor productivity, and conceptual project construction requirements.
  • Healthcare experience
  • At least five years of leadership experience.
  • Experience with Guaranteed Maximum Price (GMP) as well as Lump Sum (Hard) Bid projects.
  • Understanding and proficiency in construction coding in CSI, Master Format, and Uniformat.
  • Strong proficiency with Excel spreadsheets, database-based software (WinEst), take-off software (On-Screen Take-off), and scheduling software (Microsoft Schedule, Primavera).
  • Intermediate experience with Microsoft O365.
