If you have read my job descriptions before, this will be a refresher. For those of you who haven't read my job descriptions before, welcome to the party....I like to add a little humor, so you will see some comedy scattered in this Job Description.


Allow me to introduce myself. My name is Tom. I am VP & Partner with a firm named RSM Solutions Inc. I have been recruiting technical talent for over 22 years and been in the tech sector since the 1990's. Due to this, I am going to be far more focused on 'fit' than anything else...a fit for you and a fit for the client. Also, I like to write my own Job Descriptions...so, no bots, no AI, just a dude. I am willing to be there are those who are reading this that are on their 28th application for the day and are probably getting tired of seeing the same stuff for every JD repeated 100 times. We need a 'self starter' is always one that gives me a chuckle. Anyway, I hope this will be a refreshing change of pace...so, buckle up, welcome to the ride.


For this role, just like almost all the roles I work on, 'social fit' is almost as important as the technical fit. So, you might ask...what are those 'social fit' characteristics you are seeking? Well, here are some...

  • This role is for a firm that really highlights their retention rate. They have a tendency to keep their people. Due to this, you will be seeing a lot of people who honestly want to do their best work, sincerely want to get along with their team mates, and help each other. So, if you have an ego the size of Montana, or are the kind of person that just talks about politics all day, you should probably look elsewhere.
  • There is limited micro-management here. This goes to that point I mentioned before where people want to do their best work. I am abundantly sure that their are individuals reading this that have been in environments where people do just enough...they know what is 'acceptable' but rarely do more than that. This is an environment where that wont work. There is an expectation that you want to do your best work, that you want to excel...hence the limited micro-management. There is an expectation that you don't need to be micro-managed.


Here is the Job Description


This role is being done onsite in Cedar Rapids, Iowa, Monday through Friday. You could also work out of the DesMoines, Iowa office. However, if you work out of the DesMoines office, you would need to be onsite in Cedar Rapids 4 days a month.


I can only work with US Citizens or Green Card Holders for this role.


We are looking for a solid Director of IT with a focus on Policy Administration. This client is a life insurance & annuities firm, so when I say Policy Administration, I am speaking specifically about Life Insurance Policies and work with Annuities. You will be overseeing multiple Agile PODs focused on Visual Cobol (MicroFocus Visual Cobol to be specific), as well as other technologies within the life insurance & annuities space. As you might expect, a significant part of this role will involve stakeholder management. So, that ability to manage your team (team of 3) and manage deadlines will be a key to success.


I won't be exhaustive with a zillion bullet points for requirements (after a while, it gets a little silly, doesn't it?):

  • At least a Bachelor's degree in IT, Engineering, Data Science, Management, etc... A Masters would be a plus.
  • At least 8 years of Application Development. If you have some COBOL lurking around in your background somewhere, that would be fun to see. If it is C#, Visual COBOL, or ASP.Net, that would be fine as well.
  • At least 3 years of Application Development Management experience. These guys typically get stuck on titles...so, they are going to want to see that title "App Dev Manager" or something equivalent in your resume.
  • At least 5 years of experience with Policy Administration Systems in the Life Insurance or Annuities space (this is a gotta have).
  • Experience with data privacy practices, regulations and so on (if you have policy administration system experience, you will know exactly what I mean).
  • If you are a Certified ScrumMaster or have an Agile cert, that would be spectacular.
