The Community Health Center Network (CHCN), sister organization to the Alameda Health Consortium, is made up of the eight federally qualified community health centers in Alameda County. CHCN functions as the managed care MSO for our health centers, contracting with the Alameda Alliance for Health. In order to help our health centers meet their missions of providing the best possible care to their communities, we also provide a broad range of training, technical assistance, quality improvement, information technology, and data analytic services.


Position Title: Director of Applications and Data Reporting

Department: Information Technology

Reports To: Chief Information Technology Officer

Classification: Exempt

Status: Full-Time Regular

Location: Candidate must be willing to have primary residence in California. For licensing and tax purposes, we are unable to hire candidates residing outside of the state of California starting on the date of hire.


POSITION SUMMARY

This position is one of the key leadership positions in CHCN’s Information Technology department. This person will oversee the operational applications and data analytics functions within the organization. Plans, coordinates, and supervises all activities related to the availability, design, development, implementation, and maintenance of CHCN’s applications and databases. Develops, distributes, supports, enforces, and integrates best practices and application technology standards across the organization. Creates functional strategies and specific objectives for the sub-function and develops budgets, policies, and procedures to support the application infrastructure. This person will be accountable for the security, availability, and monitoring of all CHCN data and applications. The position is responsible for supporting data needs of CHCN operations. This position will lead efforts to develop tools and methodologies to assist key stakeholders to analyze, visualize and utilize operational, and financial data to improve operations and financial performance. The Director will oversee producing engaging, interactive analytics dashboards, and data sets across a variety departments and initiatives to turn data into information, information into knowledge and knowledge into wisdom. They will also lead efforts in the organization to help elevate data analytics expertise throughout the organization. This position is responsible for direct and indirect supervision of all department staff,

Applications

  • Responsible for implementation of applications as directed by business unit, security, and enterprise needs.
  • Directs development, validation, and ongoing maintenance activities of new and existing applications, database management platforms and databases.
  • Planning, developing, supervising and implementing IT application projects in collaboration with the CHCN project management group.
  • Fiscally responsible for application actual-to-budget expenditures, adjusting expenditure patterns/trends as needed to comply with budgeted amounts. Prepare, revise, finalize and submit the annual budget forecast for applications and database management platforms.
  • Assesses institutional technical application needs.
  • Provides guidance, leadership and mentoring to a team of information technology professionals. Develops the technical expertise needed to meet long-term business needs. Manage staff by reviewing, approving, and allocating work and work assignments.
  • Develop, lead and/or participate in process improvement initiatives by participating in organization leadership meetings to identify areas where Information Technology can assist in problem solving and solutions development.
  • Work as part of a team of directors to establish effective processes, policy, and accountability with respect to applications and database support.
  • Establishes, monitors, and ensures compliance with system standards and Information Technology policies and procedures.
  • Develops procedures, structures, and contracts for support, maintenance, and security of applications.
  • Performs application and platform quality assurance at technical and procedural levels.
  • Explores innovations and trends in technology for institutional applicability.
  • Maintains accurate and complete system documentation and business records
  • Ability to articulate advanced technical concepts in laymen’s terms.
  • The Director of Applications and Data Reporting will be accountable for EDI data exchange processes with external providers.
  • Director of Applications and Data Reporting will develop a data monitoring structure that will proactively monitor all aspects of data processing from receipt of the data, throughout the processing of that data and to its final destinations, resulting in the ability to account for every record in every data set.


Data Model

  • Strategic architecture and oversight of data models for Reporting for the Core Administration System. Collaborate with Information Technology, Operations and Clinical leaders and staff to strategically design and architect data models and structures to provide a comprehensive and efficient foundation for the data needs of the organization.
  • Oversee department workflow in the request, extraction, aggregation, and quality assurance of data from multiple sources in support of analysis and reporting.


Analytics

  • Direct the development, implementation, and execution of analytical tools and methodologies to:
  • Support organization leadership and staff in interacting with data important to the functioning of the organization and in improving workflows and outcomes.
  • Increase the interactive nature of data analytics tools and to help elevate end user data analytics expertise throughout the organization to support strategic decision making, planning, reporting, program management, auditing, goal setting.
  • Analyze and visualize data and reports on key programs, to support end users and provide guidance and assistance in program development.
  • Provide and collaborate on in-depth analysis of health care cost and utilization, provider patterns and variations, and other important business trends.
  • Curate timely, high quality, interactive analytics visualization.
  • Provide analytical assistance to clinics with program development and evaluation.
  • Direct the application of data analytic tools and methodologies using knowledge and understanding of analytical tools and health-related applications.


Communication / Partnership

  • Assist in developing and communicating insightful data visualizations to share with internal/external stakeholders.
  • Maintain strategic partnership with external stakeholders.


Process Improvement

  • Identify and propose opportunities for process improvement.
  • Effectively uses past experiences and job knowledge to oversee and identify data or program implementation risks and opportunities within areas of responsibility.
  • Engage in solving issues related to program delivery, program engagement and health-related outcomes.
  • Work in partnership with relevant leaders at CHCN/AHC, member health centers, and health plans on data quality/improvement initiatives.
  • Oversee effective User Interaction/ User Experience testing of new analytics tools and visualizations.

Supervise

  • Oversee department operations and communications.
  • Provides mentorship and coaching to staff.



SUPERVISORY RESPONSIBILITIES

This position provides direct supervision of the Manager of Applications and the Manager of Data Reporting and their respective departments.

Essential Requirements

  • Experience with SDLC methodologies
  • Knowledge of relational databases and SQL
  • Strong background in the management and support of applications
  • Advanced understanding of application development and electronic data interchange tools
  • Ability to analyze data, provide guidance to developing meaningful reports to derive actionable insights.



CERTIFICATES AND/OR LICENSES


Required: bachelor’s degree in computer related field or 3 years of related experience.

Preferred: master’s degree with coursework in Computer Science or related field
