Resolve to Save Lives (RTSL) is a global health organization that partners with countries to save millions of lives by reducing preventable deaths from cardiovascular disease and preventing infectious disease epidemics. We are implementing or helping to implement cutting-edge digital tools such as the Simple app, DHIS2 and Africa Covid Dashboard, embedding staff in national and regional health organizations to accelerate progress, and advancing the use of digital technologies to save lives through our approach of simplicity, speed, and scale.

Position Purpose

We are seeking a digital technology leader experienced in developing and scaling software products and advocating for the adoption of software solutions, preferably in healthcare or public health. The Director, Digital Health Solutions will be responsible for shaping our digital technology strategy for Cardiovascular Health (CVH) and leading a team of product development, design, and engineering talent. This position is NOT an IT/Technology management role. This role requires experience on a digital product team in either product management, engineering, design, or research capacity.

You will:

  • Collaborate with the Cardiovascular Health (CVH) team to enhance the adoption of robust CVH digital technology software for public health and patient outcomes
  • Work with our partners to develop in-country strategies for integration of digital solutions for public health initiatives
  • Develop a digital health strategy comprised of a product roadmap and services strategy to fit the needs of our public health initiatives

Our CVH technology team currently supports a homegrown software solution (Simple.org), configuring an existing open-source health information platform (DHIS2), and is embarking on providing technical support to countries with developed health technologies that don’t require implementing one of our product offerings. This role oversees all three lines of work and requires experience building products and supporting service teams. The role also supports the CVH team in advocating for digital solutions with ministries of health and other stakeholders as needed.

This role reports into the Sr. Vice President - Digital, with a dotted line reporting into the Sr. Vice President - Cardiovascular Health.

The Director of Digital Health Solutions will embody this approach through the following core responsibilities.

Core Responsibilities

Stakeholder Engagement - External and Internal

  • Work closely with in-country teams, including government partners, RTSL Country Directors, and vendors to align tasks and deliver a digital strategy roadmap. Engagements vary per country, from consulting to hands-on implementation and training. Collaborate with internal advisors and cardiovascular health program leaders to establish and deliver a roadmap, providing technical support in agreed-upon countries
  • Provide regular updates to senior leadership on feature rollouts, program status, budget, and team health
  • Engage in fundraising efforts with the SVP that support the CVH Tech team’s work for the future

Digital Health Strategy Ownership

  • Formulate and drive the overall digital strategy for RTSL’s CVH work across the globe
  • Empower RTSL’s CVH Program, country directors and other in-country stakeholders (government, national health institutions, digital entities, civil society partners, etc.) with effective digital tools to track patient care and act on program delivery
  • Co-create the product roadmap with the technology team for products built in-house
  • Collaborate with the technology team to develop the strategy for new opportunities and challenge areas where design and technology could provide significant value
    • Work with internal RTSL and external public health stakeholders to research and evaluate challenges where better design, digital tools, or data might help
    • Understand the landscape of the digital health tools for managing hypertension and diabetes programs, where the opportunities for partnerships exist, and how we can inform/guide/advise the digital health ecosystem through collaboration and sharing the learnings of RTSL’s experience
    • Establish and cultivate partnerships with key stakeholders in the public health technology ecosystem to inform the digital strategy. These will include technology implementers, NGOs, and global organizations, e.g., the University of Oslo (UiO), the World Health Organisation (WHO), the World Bank, Dimagi (Commcare), Ona (OpenSRP), Medtronic Labs, Medic, etc.
    • Identify speaking and outreach opportunities, i.e. publishing articles, speaking at conferences, etc., to highlight the achievements of the technology team

    Leadership of the CVH Digital Team

    • Lead a team of 13: product managers, designers, engineers
    • Collaborate with the team to define CVH's digital strategy, which will include building new features for in-house tools, adding new products to our portfolio, and consulting with countries using their own homegrown technologies
    • Work with the engineering lead and product lead to prioritize tasks to meet the strategic goals of the team
    • Guide the team to utilize discovery/design sprints to help partners identify and prioritize opportunities for digital solutions that improve the impact of CVH program interventions
    • Oversee the team’s professional development processes and ensure team members have trusted mentors
    • Lead the hiring process of the CVH Tech staff and bring on board highly qualified and motivated personnel
    • Plan and manage the budget and guide the team to be good stewards of RTSL/CVH resources and be efficient at contract management

    Qualifications

    We are looking for someone with strong strategic and technical skills as well as team leadership and stakeholder (external and internal) management capabilities.

    • At least 10 years of relevant experience crafting technology strategy for digital tools and leading small to medium-sized software development teams
    • Ability to navigate relationships with large organizations or government stakeholders in both technical and non-technical settings
    • Hands-on experience with creating and delivering modern software
    • Experience area should include either product management, design, user research and/or engineering
    • Experienced in taking digital technology products to market from prototype to scaled production
    • Experience managing budget, contracts, and program delivery
    • Experience recruiting and onboarding digital teams
    • Comfortable working remotely with a geographically distributed team and across cultures

    Desirable Assets

    • Experience in digital health programs in public health
    • Experience in global health security, international public health, or healthcare
    • Experience interacting and working with Ministries of Health or related government agencies, ideally in low or middle-income countries

    Compensation And Benefits

    The salary range for applicants based in the US is $160,000 to $190,000 annually. The exact offer will be determined by various factors, such as the candidate’s skills and experience relative to the requirements of the role. For applicants based outside the US, salaries are set according to national labor rates for the international NGO sector.
