DETECTIVE (HUMAN RESOURCES INVESTIGATOR)

The Detective (Human Resources Investigator) position is located in the OPSO Office of Human

Resources Human Resources Department, and reports to the Director of Human Resources. The incumbent

is responsible for performing a variety of tasks and functions including by not limited to

Conducting Background Investigations, Performing Criminal and Civil Background Checks, Verification

of Qualifying Credentials, Administering Fingerprinting Analysis, Verification and Interview of

Applicant References, Administering Certified Voice Stress Analyzer (CVSA) Examinations, Reviewing

and Analyzing Applicant Calls to OPSO Residents (Inmates), Conducting Employee Complaint Intake,

Conducting Investigations and performing other task as assigned. This position is non-exempt.

SALARY

The salary for the Human Resources Investigator ranges from $45,000 to $55,000. The salary for a

selected applicant will be aligned accordingly and commensurate with an applicant’s knowledge,

skills, experience, certifications, and education requirements of the subject position.

Job Responsibilities

Primary Job Duties & Functions:

  • Conducing HR Background Suitability Investigations.
  • Performing Criminal and Civil Background Checks.
  • Verification of Qualifying Credentials.
  • Administer Fingerprinting Analysis.
  • Verification and Interview of Applicant References.
  • Administer Certified Voice Stress Analyzer (CVSA) Examinations.
  • Review and Analyze Applicant Calls to OPSO Residents (Inmates).
  • Assist with arresting personnel that may have an open active Warrant for Arrest that is

discovered during the HR Background Suitability Review and associated Fingerprinting aligned to

such. This may include detainment of the suspect and transport to the Orleans Justice Center for

intake processing and lockup.

  • Post Level 2 Certification required for any incumbent expected to assist with Arrest Warrants

and related law enforcement duties.

  • Assist with Termination of agency employees to ensure the security and physical safety of

all parties involved through completion, given high emotions may be present during the process.

This may include escorting the Terminated employee off the agency facility and premises.

  • Work closely with Investigative Services including the Internal Affairs Division (IAD),

Investigative Services Bureau (ISB), and Intelligence, during the HR Background Suitability Review

and related initiatives.

  • Conduct Employee Complaint Intake to include performing an initial review of reported matters of

harassment, misconduct, and related matters reported to the OPSO Office of Human Resources.

Complete detailed investigative reports and organized records.

  • Conduct Confidential Investigations.
  • Provide support and assistance for Employee Relations programs and initiatives.
  • Participate in Confidential Investigations of complex employee relations issues.
  • Assist with the Complaints Intake Process aligned to capturing initial reported allegations,

concerns, discrimination, harassment, and retaliation.

  • Interview workers and discuss personnel, human relations, and work-related problems that

adversely affect morale, health, and productivity.

  • Conducts reviews of such concerns aligned to relevant policy, law, rule, regulation and

established process.

  • Represent the department at job fairs.
  • Collects and analyzes data.
  • Maintains human resource information system records and compiles reports from the database as

needed.

  • Review, interpret, and recommend policy, process, or program improvements.
  • Participate in working groups, councils, and committees.
  • Ensure compliance with rules and regulations.

Requirements, Skills, And Ability To

  • Effectively communicate in writing; authoring various documents (Investigations,

incident reporting, memorandum, and Post Orders).

  • Write comprehensive reports.
  • Ability to execute duties in an extremely confidential manner.
  • High School graduate or GED
  • Minimum of 2 years of law enforcement to include Post Level 2 Certification for any incumbent

expected to assist with Arrest Warrants and related law enforcement duties.

  • Related Training, Certifications, or Related Degree (Preferred)
  • Three to five years of experience in investigations or related field
  • Knowledge of investigation guidelines and common practices
  • Review criminal background history.
  • Courteously handle requests from; employees and others in often irate, stressful or

contentious situations.

  • Establish and maintain effective working relationships with fellow employees.
  • Communicate clearly and concisely in English, verbally, and in writing with

problems involving several concrete variables in standardized situations.
