The Department of Public Safety (DPS) is seeking applicants for the position of Deputy Secretary. The successful candidate will lead DPS staff in supporting a vision focused on enhancing the mission to keep South Dakota a safe place in which to live, work, visit and raise a family. Collaborating closely with the department Secretary, they will analyze, develop, and recommend statewide policy initiatives aimed at promoting safe practices, and will assist with leading six programs within the department including Driver Licensing, Emergency Management, State Inspections/Weights and Measures, Fire Marshal, Wildland Fire and finance.
The Deputy Secretary will play a pivotal role, working with program managers to develop DPS policies and procedures that are in alignment with the department's strategic objectives, while also cultivating networks across public and private sectors to support broader safety initiatives.
The Deputy Secretary Will Do The Following Activities
report to the Department Secretary and contribute to those duties as needed;
introduce innovative approaches to problem-solving;
adapt to changing priorities, organizational strategy, and future challenges;
develop rapport, collaborate, and communicate openly and effectively with department staff to create an environment of trust that facilitates the achievement of goals;
work regularly with elected officials, including legislators and constitutional officers;
lead groups and present information accurately, concisely, and persuasively;
represent DPS externally in a manner that enhances the agency’s credibility, reputation, and value;
apply strategic planning, resource allocation, and leadership techniques to develop and manage department policies and procedures.
develop budget projections, justifies needs, and manage budgets to ensure proper expenditures of funds;
monitor and assess the performance of self, individuals, and organizations to make improvements, create development plans, or take corrective action.
The Ideal Candidate Will Have
In depth knowledge and/or experience with state government operations to include but not limited to; budgeting, administrative rule procedures, legislative functions, lobbying, and state finance guidelines.
Knowledge Of
business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, and coordination of people and resources.
Ability To
plan, implement, and evaluate programs;
direct and organize program activities;
establish program goals and objectives that support the strategic plan;
plan and delegate the work of others;
plan, assign, and/or supervise the work of others;
train others.
