The Division of Energy Resources provides energy-related services and regulatory activities in regulated utility matters and programmatic oversight. Commerce is seeking a Deputy Commissioner to assist the Commissioner in shaping the policy direction of the Department and Administration related to energy matters, leading efforts as part of the Governor’s Climate Change Subcabinet, leading state efforts to leverage Federal dollars to invest in Minnesota’s energy system, advocating in regulated utility matters, overseeing climate resiliency programs, monitoring industry trends and assisting viable new energy technologies to enter the commercial market, overseeing utilities' conservation improvement programs and advancing Minnesota’s clean energy goals.¿
Minimum Qualifications
To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each position.
5 years of senior leadership experience in a regulatory agency/environment over one or more functional area that includes overseeing professional and management staff. Must include:

- Expertise with planning, development and implementation of budgets, policies, procedures and objectives necessary to achieve the goals of an organization or program along with the development of a strategic plan.
- Demonstrated proficiency in advocating for policies, for navigating complex stakeholder and political situations and balancing numerous competing priorities.
- Strong interpersonal skills essential for fostering productive collaborations both within the agency and with external stakeholders.
- Excellent management and communication skills, including strong writing and public speaking skills.
- Demonstrated ability to partner with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive.
- Experience working within the Energy market – Energy affordability, energy development, energy reliability and security, and/or regulatory affairs.
- Experience leading change management/continuous improvement efforts in a large or complex environment.
- Knowledge and understanding of state and federal statutes, rules and regulations and their judicial and administrative interpretations as they pertain to Energy.
- Experience developing, updating and/or creating regulations and legislation.
- Experience leading a highly visible organization and/or serving as a primary spokesperson for the organization.
- Experience analyzing new and existing regulations, industry trends, and state and federal statutory changes to ensure alignment and conformity with agency regulatory operations.
- Demonstrated ability to partner with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive.
- Well established negotiation skills and an aptitude for building consensus through cooperation and coalition-building.
