The Division of Capital Asset Management and Maintenance (DCAMM), which oversees over $2 billion in capital programs and projects, is responsible for capital planning, project delivery, property management, and real estate services for the Commonwealth. Responsibilities
General Statement of Duties and Responsibilities
The Deputy Chief of Security is responsible for the day-to-day security operations at facilities managed by the Division of Capital Asset Management & Maintenance (DCAMM).The incumbant of this position administers contracted security staffing at facilities managed by DCAMM and supervises DCAMM Security employees who directly manage those contract services. In addition, the Deputy Chief of Security oversees the day-to-day operation and use of physical security technology to include, but not limited to, access control, video management, and alarm monitoring solutions.
This position ensures compliance across all contracted security services and may serve as the primary project manager on all security technology installations. The Deputy Chief of Security tracks and coordinates service for physical security in facilities managed by DCAMM.
The Deputy Chief of Security coordinates appropriate responses to security, medical, and other public safety emergencies within or upon the grounds of DCAMM managed facilities. The Deputy Chief of Security may review current security and emergency plans and make recommendations to mitigate known and anticipated threats to facilities managed by DCAMM and their occupants.
The person in this role assists with preparing budgetary figures as they regard contracted security services and physical security services. They may also assist with the procurement of security services, physical security services, and other goods and services related to facility security operations.
The Deputy Chief of Security regularly meets with Facility Managers to discuss site-specific security needs and to foster operational collaboration and regularly reports to the Chief of Security & Emergency Preparedness regarding current security trends or concerns and makes recommendations to advance the Agency’s security program.
This position is considered an Emergency Personnel position and will be expected to be on-site whenever circumstances warrant. Incumbent must be able to travel to all DCAMM-managed sites, which are located throughout the state. Some surplus sites are not heated or intended for occupation.
Duties
Duties for the Deputy Chief of Security include:
Possession of a current and valid Massachusetts Class II Motor Vehicle Operator’s License.
Emergency Designation
This position has been deemed as an emergency personnel position. During a declared State of Emergency and in non-Emergency situations/adverse weather, it will be necessary to report to work.
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Duties
Duties for the Deputy Chief of Security include:
- Administer security service and physical security service contracts. Supervise Program Coordinators responsible for day-to-day contract management and compliance. Coordinate daily security operations and ensure continuity of operations during emergencies or planned events. 30%
- Provide oversight, training, and as-needed information to subordinates and security contractors 15%
- Conduct site security assessments to provide policy, procedure, and technological recommendations to leadership. 10%
- Collaborate with Facility Managers and administrative staff to identify site-specific security needs and solutions. 20%
- Serve as the primary contact regarding the regular use and administration of physical security solutions. 20%
- Perform other duties as assigned.
- Certification as a CPP, PSP, PCI, APP, or other related certification strongly preferred.
- Knowledge of security and building operations to include the collection, analysis, production, and dissemination of security related data; threat and risk assessment techniques and criteria; working knowledge of security technology and equipment; knowledge of current security practices and procedures.
- Demonstrated ability to develop new concepts and ways of approaching and solving difficult security problems.
- The ability to reach logical conclusions from available data.
- Demonstrated ability to effectively communicate orally and in writing.
- Knowledge or experience planning and managing budgets.
- Knowledge and experience of basic human resources functions to include employee supervision, payroll practices, performance evaluation practices, and disciplinary practices.
- Experience and knowledge administering the planning, installation, and use of physical security solutions to include access control, visitor management, video management, and alarm monitoring.
- Knowledge and experience using current software such as Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and other business-related software.
Possession of a current and valid Massachusetts Class II Motor Vehicle Operator’s License.
