Duties
The Office of Inspector General, Office of Inspections (OIG/ISP) is responsible for implementing the worldwide inspection program as mandated in the Foreign Service Act of 1980. OIG/ISP applies risk management principles to plan and conduct inspections and identify areas for review. Inspections of U.S. missions and constituent posts cover all aspects of the organization including assessments of leadership, foreign policy implementation, public diplomacy, information management, program and grants management, consular operations, and security and management support activities. Inspections of domestic bureaus or their subordinate offices examine the implementation of Department policies, the bureau or operating unit's impact on the Department, the control and management of resources, the management of overseas posts or regional offices, and compliance with the Department's domestic security standards. The office also conducts compliance follow-up reviews to examine the implementation of recommendations from earlier inspections. The office also inspects USAGM programs and operations. Reports of inspections are submitted by the Inspector General to the Secretary of State and over a dozen committees in Congress.

Responsibilities
As the DAIG-I, the incumbent participates with and assists the Assistant Inspector General in all aspects of the work involved in directing the activities of ISP. This includes the following specific responsibilities:
- Leading and managing the staff and operations of ISP's five functional divisions: Team Leadership, Information Management, Management, Policy Implementation, and Security.
- Reviewing and analyzing inspection products to determine the extent to which they (1) promote the effective implementation of foreign policy goals and objectives, (2) encourage the most economical, efficient, and effective use of resources by the Department and USAGM, and (3) conform to applicable policies and procedures. The incumbent reviews and approves the inspection reports, prior to their submission to the DAIG-O for the start of the quality review process, to ensure that findings are properly documented, well-founded recommendations are made, and the inspection work conforms to OIG and CIGIE standards.
- Leading and directing workload prioritization, assigning inspections staff to inspection teams, and determining the most suitable type of OIG engagement-standard overseas or domestic bureau inspection, targeted/subject-specific inspection, management assistance review, management alert, or compliance follow-up review-to best convey findings and recommendations to stakeholders.
- Assisting in the development and implementation of policies and procedures governing the conduct of overseas post and domestic bureau inspections, targeted/subject-specific inspections, management assistance reviews, management alerts, or compliance follow-up reviews, as may be required.
- Implementing activities designed to support and promote self-evaluation and improvement by the Department and USAGM, such as through functional questionnaires, special advisory publications, and other guidance based on the results of inspection work.
- Carrying out broad-based planning and general management of activities to ensure that program objectives are accomplished and comply with laws, regulations, security provisions, policy decisions, and other similar obligations. The incumbent works to continuously improve the quality of inspections and inspection products, as well as promoting economy and efficiency in the conduct of inspections and the wise use of resources.
- Personally directing the planning and performance of special surveys or projects of extreme sensitivity involving high-level officials, matters attracting significant congressional or media attention, internal affairs, or issues having an impact on national programs and policies.
- Working collaboratively with other OIG offices-primarily the Office of Audits, the Office of Investigations, and the Office of Evaluations and Special Projects-on joint engagements and other initiatives to enhance and expand OIG's oversight efforts.
- Representing both ISP and OIG with members of Congress, congressional staff, and high-ranking Department and USAGM officials.
Conditions of Employment
- One-year probationary period unless excepted by regulation.
- Must be able to obtain and maintain a Top-Secret Security Clearance.
- U.S. Citizenship is required.
- Requires an annual financial disclosure statement, OGE-278.
- Incumbent will be subject to random drug testing.
- Verification of employment eligibility in the United States is required.
Qualifications

- Executive Core Qualifications (ECQ):
- are currently serving under a career Senior Executive Service (SES) appointment,
- are eligible for reinstatement into the SES, or
- have successfully completed a SES Candidate Development Program approved by OPM, you MUST address each ECQ in the Questionnaire Portion of the application process.
- Mandatory Technical Qualifications (MTQ):
- You must address the MTQs separately (as a separate document) and NOT through the Questionnaire Portion of the application process.

- Demonstrated ability to plan, manage, and oversee major highly sensitive inspections, evaluations, or audits of organizations and functions in accordance with applicable professional standards, such as the CIGIE Quality Standards for Inspection and Evaluation.
- Demonstrated experience leading, mentoring, motivating, and appraising a large, diverse staff, through multiple direct reports and subordinate supervisors, to meet program goals and objectives within available resources.
- Demonstrated ability to communicate effectively orally and in writing with high-level Government officials including the highest level of organizational management, representatives of interagency groups, and audiences varying widely in background, experience, and level of understanding on the results of inspections which may be sensitive, controversial and complex.
