THE POSITION

The State of Connecticut , Office of Health Strategy ( OHS ) is seeking an experienced and qualified individual for the position of Deputy Director Office of Health Strategy . The OHS is seeking an experienced healthcare policy leader to assist the Commissioner in developing and implementing innovative healthcare policies for the state to drive affordability, quality and equity. This position will maintain local, regional and national stakeholder engagement in order to provide strategic policy development and support the mission of the agency.

Client THE OPPORTUNITY TO

  • Direct staff and operations of the legal and legislative teams and work in consultation with the Office of the Attorney General on complex legal matters;
  • Assist OHS Executive Director in formulating and advancing legislation, policy initiatives, regulations, and legal decisions to advance agency goals;
  • Provide legal guidance and assistance to other senior staff and program staff in the preparation of legislative concepts and summaries as well as newly enacted legislation;
  • Serve as liaison with the legislative and policy teams from OTG, OPM, state agencies , and state legislators; and
  • Participate at a senior level in shaping the strategies and priorities of OHS to advance its goals.

SELECTION PLAN

This position will be appointed by the Executive Director of the Office of Health Strategy in accordance with the provisions outlined in Sections 4-5 through 4-8, of the Connecticut General Statutes and Public Act 18-91.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Health Strategy, this class is accountable for assisting the Executive Director in administering the overall implementation of data driven strategies that promote equal access to high quality health care, control costs and ensure better health for the people of Connecticut.

EXAMPLES OF DUTIES

Serves as chief of operations for the overall management of the Office of Health Strategy; oversees fiscal and other administrative operations, staff development and planning; acts in the capacity of Executive Director in his/her absence; performs related duties as required.

Preferred Qualifications

  • Experience addressing healthcare reform including initiatives such as quality measurement; primary care reform; cost containment, care delivery and payment reform
  • Experience with the health advanced insurance market and healthcare financing
  • Experience managing complex projects including supervising staff and consultants, setting goals and priorities, and overseeing budgets and grant requirements
  • Experience analyzing data and preparing reports
  • Experience with oral and written communication, including public speaking
