Overview
The Bureau of Global Health Security and Diplomacy (GHSD) is responsible for implementing the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) - the U.S. Government initiative launched in 2003 focused on saving and improving the lives of those suffering from HIV/AIDS around the world. PEPFAR supported programs are implemented in these countries under the leadership of the Department of State and through a multitude of U.S. Government agencies, including U.S. Departments of State, Health and Human Services, Defense; the U.S. Agency for International Development; and the Peace Corps.
Responsibilities

The Diversity, Equity, and Inclusion Specialist, assigned to the SCE Directorate and reporting to the Deputy Director, oversees a comprehensive range of EEO and Diversity and Inclusion activities on a full-time basis. They ensure that EEO regulations are effectively communicated and develop strategies to keep all employees and senior management informed about relevant practices, procedures, and policies. The role involves providing expert analysis and advice on EEO issues, formulating recommendations for senior management, and coordinating outreach objectives. Additionally, they establish and maintain relationships with professional groups and other departmental offices to enhance awareness of EEO and Diversity and Inclusion programs. The individual also consults with other federal agencies and organizations to achieve consensus on EEO initiatives and employment outreach.
Skills/Qualifications: Must be self-motivated, have strong attention to detail, good oral and written communication skills. Must be in good physical condition and can occasionally travel.
MODERATE RISK PUBLIC TRUST clearance required.
Education and Experience:
The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $125,000.00 to $145,000.00 (annualized USD). The good faith salary range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees.

- Oversees the full range of EEO and Diversity and Inclusion activities for GHSD, formulating and implementing both internal and external outreach.
- Ensures EEO rules and regulations are well advertised and circulated, developing additional strategies to keep employees and senior management informed of EEO and diversity and inclusion practices, procedures, and policies.
- Provides expert analysis, advice, and coordination on EEO issues and concerns, and develops recommendations for senior-level management concerning important outreach objectives, equal opportunities, workplace diversity, and related matters.
- Establishes and maintains liaison with professional groups and representatives from other Department offices/bureaus to increase awareness of EEO and Diversity and Inclusion programs and activities.
- Consults with other DOS offices, federal agencies, and organizations involved with EEO programs and employment outreach to achieve consensus.
Skills/Qualifications: Must be self-motivated, have strong attention to detail, good oral and written communication skills. Must be in good physical condition and can occasionally travel.

Education and Experience:
- MA/MS in Organizational Development, Human Resources, Sociology, Psychology, Counseling, or Communication .
- Minimum of 5 years of relevant work experience.
- Ability to perform repetitive motions with the hands, wrists, and fingers.
- Ability to engage in and follow audible communications in emergency situations.
- Ability to sit for prolonged periods at a desk and working on a computer.
