Overview

The Data Liaison will join the PRIME unit of the Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC) in Washington, D.C. The incumbent will lead the collection, analysis, and utilization of diverse data streams to monitor progress in combating the HIV/AIDS epidemic in PEPFAR-supported countries. The candidate will provide critical support in data analysis and strategic insight, necessitating the ability to obtain a Moderate Risk Public Trust clearance. Collaborating closely with various S/GAC teams, U.S. government agencies, and international partners, the candidate will contribute significantly to informed decision-making, program improvement, and ultimately, the global effort to combat HIV/AIDS.

Responsible for optimizing resources invested in PEPFAR initiatives, improving health outcomes worldwide. Collaborates with partners across various US Government Agencies and engaging diplomatically on both national and international platforms, shape and implement data-driven strategies to address the evolving challenges of the HIV epidemic.

  • Conducts analyses of programmatic, survey, surveillance, cost, and quality data to inform PEPFAR decisions, maximizing impact per investment dollar while providing strategic input and supporting data-driven decision-making for assigned countries.
  • Maintains advanced understanding of HIV trends to aid tailored responses, collaborating with epidemiologists and technical advisors across US Government Agencies, fostering partnerships across diverse backgrounds.
  • Conducts in-country visits to offer technical support for HIV/AIDS programs, assessing and advising on monitoring and evaluation, while representing S/GAC, PEPFAR, and the US Government at international meetings, engaging key stakeholders in the fight against HIV/AIDS.
  • Serves as the primary S/GAC strategic information counterpart for PEPFAR country offices, ensuring data quality and accountability, and supports quarterly reporting processes, coordinating reviews, and contributing to operational and strategic plans.
  • Contributes to policy and strategy document preparation, ensuring alignment with program objectives, and participates in developing guidance documents for data collection and analysis, incorporating stakeholder input.
  • Assists in data analysis for public dissemination products, promoting transparency and program efficiency, while contributing to the overall accountability and efficiency of PEPFAR programs, undertaking additional duties as required.
  • Serves as Senior Data Liaison responsible for providing technical advice, expertise, and analysis, supporting, and promoting evidence-based decision-making through program monitoring, reporting, and analysis, and targets resources appropriately to achieve HIV/AIDS epidemic control.

Qualifications

Skills/Qualifications: Must be self-motivated, have strong attention to detail, good oral and written communication skills. Must be in good physical condition and can occasionally travel. MODERATE RISK PUBLIC TRUST clearance required.

Education and Experience: The following are desirable levels of experience:

  • Bachelor’s in Public Health, Epidemiology, Health Sciences, Allied Sciences, or related field appropriate to the work of the position.
  • 6-9 years of relevant work experience.

Clearance Requirements: Must be a U.S. Citizen. Must be able to obtain a Moderate Risk Public Trust (Tier 2) clearance required.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation :

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $115,000.00 to $122,000.00 (annualized USD). The good faith salary range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees.
